Job Description
We are excited to announce a job opening for the position of Public Sector Operational Specialist in our organization. As a Public Sector Operational Specialist, you will play a crucial role in contributing to the overall effectiveness of our public sector practice. Your primary responsibilities will include coordinating the development of proposals, ensuring quality and compliance, and supporting our team in meeting client requirements. We are looking for a highly organized and detail-oriented individual who can thrive in a fast-paced environment.


Key Responsibilities


  • Completing clear, high quality and compliant technical grids and proposals
  • Create a meticulous work plan to ensure the timely delivery of proposals
  • Evaluate opportunities (go or no-go) - Merx, Buy, and Sell
  • Develop proposal management plans, arrange status meetings, and monitor overall progress to ensure smooth and efficient proposal development.
  • Collaborate with resources/consultants to complete grids
  • Create follow-up documents
  • Contacting resources for upcoming opportunities.
  • Create recruiting process and templates to ensure no information is missing
  • Delivering proposals
  • Track and assist with the completion of deliverable reviews, contract deadlines, and supporting documentation for client review and acceptance.
  • Creating and modifying templates (formatting resumes, grids, proposal documents, and more).
  • Evaluating & formatting technical resumes.
  • Using trackers to follow up with resources, track activities, classify candidates & support recruiting efforts
  • Participate in status meetings, report on progress, and communicate updates as appropriate.
  • Review, improve and update recruiting, proposal management, and writing process
  • Work closely with our BI team as needed
  • Research, write, edit, and conduct quality assurance on proposal (bid) content including Technical and Financial Proposals and related Certifications
  • Create matrices, templates, and proposal shells to facilitate the proposal development process.
  • Provide support to Recruiters and Account Managers in fulfilling client requests.
  • Working in a proposal environment, supporting recruiters in their daily tasks.
  • Review proposals for quality, content, format, accuracy, consistency, and compliance with the Request for Proposal (RFP) mandatory and rated requirements, as well as with firm branding policies and standards.
  • Write professional profiles, cover letters, executive summaries, resumes, website content, email correspondence
  • Work in collaboration with MRP Programmatic leaders to develop a bidding strategy
  • Actively coordinate the development of simple proposals from bid decision to submission, ensuring timely completion and adherence to guidelines.
  • Support recruiters with essential administrative assistance in preparing response grids/matrices documentation in compliance tailored to public sector clients’ processes.
  • Create a Hot List of Candidates and follow up with resources
  • Manage assigned proposal (bid) responses to common procurement vehicles (TBIPS, THS, TSPS)
  • Shape candidate resumes and extract relevant information in accordance with government requirements.
  • Reviewing (QA) technical grids (content & format) as per RTG’s public sector groups standards and client's requirements and providing feedback to recruiters.
  • Managing postings on various websites.
  • Schedule meetings, track data, and create reports to keep stakeholders informed of progress and status.


Qualifications


  • Excellent written and verbal communication skills.
  • Experience in creating reports and tracking project progress.
  • Proven ability to work collaboratively in cross-functional teams.
  • Exceptional organizational and time management skills.
  • Proficiency in using Microsoft Word &Excel or Google Docs/Sheets
  • Strong understanding of proposal development processes and the public sector.
  • Attention to detail and ability to ensure compliance with requirements.
