Project/Program Manager (Construction/Engineering)

Position: Program Management Consultant

Type: Fulltime Permanent

Work setting: Hybrid in Toronto downtown or West of GTA

The Program Management Consultant will play a vital role focusing on program level forecasting, scheduling, reporting, and resource balancing to effectively address budget, resource, and schedule constraints.

PRIMARY RESPONSIBILITIES:

• Collaborate with client groups to address emerging challenges faced by field staff, accommodate changes in project priorities, and effectively manage resources and budgets.
• Support the achievement of program outcomes and Key Performance Indicators (KPIs) for client groups and the overall Execution Work Program.
• Develop forecasts for design, CAPEX. OPEX etc. including spend and attainment plans for engineering/construction projects/programs within assigned client groups.
• Foster collaborative relationships with various stakeholders, acting as a liaison for all projects within the assigned area of responsibility, including Engineering & Investment Planning, Finance, and Design and Construction groups.
• Monitor actual capital and operating spend and attainment, analyze gaps between planned and actual results, identify root causes and risks, and adjust the Execution Work Program in coordination with the client group to optimize resource utilization while meeting budget constraints and regulatory requirements.
• Attend Construction and Design Update Review Meetings, taking necessary actions to address identified issues and mitigate risks.
• Proactively identify and manage risks that may impact program delivery for assigned client groups.
• Provide consultation and support in overcoming budget, schedule, and resource limitations, prioritizing high-priority projects and programs identified by Engineering & Investment Planning.

QUALIFICATIONS:

• Demonstrate understanding of Project/Program Management concepts and methodologies through hands-on project/program management experience.
• Possess at least 5 years of Project and/or Program Management experience with construction, capital/asset management or engineering projects.
• Preferred certification: Project Management Professional (PMP certification is an asset.
• Experience with data visualization and analytics software such as Tableau would be beneficial.
• Proficient in Microsoft Suite, including MS Project, Access, Excel, and Visio. Advanced knowledge of Excel is a plus.
• Hold a post-secondary degree in Engineering, Business, or a related field.
