Position Overview:


The position of Project Planner requires professional planning work of moderate difficulty. It is characterized by increasingly specialized knowledge of the planning field and a more elevated level of required duties and responsibilities. The Project Planner is expected to be eligible for MCIP membership, possess in-depth knowledge within one or more planning specialties such as economic development, master planning, development planning, urban design, or environmental planning.


Duties and Responsibilities:


  • Identify community problems, issues, and opportunities that could affect project outcomes.
  • Provide design advice to Client.
  • Assist with the development of long-range plans for communities with common developmental issues.
  • Complete review, evaluation and finalize of basic technical writing.
  • Chair and attend open houses/weekend/evening meetings.
  • Advise Client and outside agencies on delays.
  • Negotiate with approving agencies in relaxation of design requirements or acceptance of alternate design options.
  • Review cost estimates.
  • Site visits, when needed.
  • Develop, maintain, and adjust project schedules (small to medium).
  • Client representation public hearing/council meetings.
  • Interpret and apply applicable local bylaws, and regulations.
  • Write, review, and present formal and technical reports, proposals, and correspondence.
  • Overall design review and analysis confirmation.
  • Manage and direct subconsultants.
  • Initiate any action necessary to correct deficiencies or violations of regulations.
  • Manage, negotiate, and direct coordination with outside agencies.
  • Conduct review of various development applications including surveys, permits, site plans, variance requests and rezoning.
  • Chair and attend meetings with Clients, subconsultants, and outside agencies.


Skills and Qualifications:


  • Oral communication and interpersonal skills to present research findings to various


boards and committees.


  • Creative problem-solving skills to gather relevant information to solve less welldefined


practical problems.


  • Ability to review plans and apply provisions of the bylaws and regulations to


determine compliance with such regulations and to apply regulations to field


conditions.


  • MCIP eligibility is required.
  • Able to attend to details while keeping big-picture goals in mind. The Project Planner level requires a master's degree in addition to 2-7 years of planning experience.
  • Group facilitation skills for use with community workshops.
  • Able to work independently or in a team environment as needed.
  • A master's degree in urban planning or economics is preferred.
  • Able to work on several projects or issues simultaneously.
