Job Description
The EFRS Facility and Project Manager is part of the Logistics & Services team within EFRS. This position manages and oversees maintenance of all the buildings and sites occupied by Edmonton Fire Rescue Services. This includes 31 fire stations, support and service buildings, Fire Prevention, Dispatch Tech Services, Emergency Operations Center, and the Training Center/Smoke tower with adjacent outbuildings. The EFRS facility and project manager is also responsible for providing the project management technical expertise required from EFRS for planning and commissioning of new fire halls/support buildings, major rehabs, and emerging operational projects among others. Acting as the client liaison, the ERFS facility and project manager is accountable for the long term function and operation of all of the facilities/land under EFRS’s portfolio.
  • Valid Alberta Class 5 driver's license (or provincial equivalent)
  • Proficient in the use of MS office suite, Google applications, SAP and related computer programs
  • Proven planning, organizational and problem solving skills
  • Guide and coordinate the work of consultants and contractor
  • Understanding of the City of Edmonton’s Project Management Design and Delivery model (PDDM)
  • Manage the planning & design and/or delivery of infrastructure projects including operational/strategic initiatives, resource and financial management

  • Review and prepare feasibility studies, master plans, functional station programs and design reports, drawings and specifications
  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement.
  • Risk identification and mitigation
  • Review, analyze, and evaluate existing EFRS programs and processes for efficiency and best-practice applications including key performance indicators (KPI). This includes maintenance logs, facility and land history, and associated project management tools
  • Facility and Project Manager for all buildings and sites occupied by Edmonton Fire Rescue including all support and service buildings
  • Identify, prioritize, create budget estimates, seek funding sources, schedule, and initiate projects
  • Strong project management skills including an understanding of project management methods and techniques (PMBOK best practices)
  • A minimum of six (6) years of progressively responsible project management experience with a degree OR a minimum of eight (8) years of progressively responsible project management experience with a diploma
  • Oversee and report on deliverables associated with assigned projects and initiatives
  • Assist in loss control audits, ENVISO / Environmental audits, site security reviews and inspections
  • Strong analytical skills to collect and analyze project related data from multiple sources and prepare reports and dashboards for leadership for decision making.
  • Review tender documents, proposals/bids, and make recommendations
  • Develop project related reports for EFRS executive leadership team, IIS leadership team and others as required
  • Define the project goals, objectives and planned deliverables in order to align with the city directive

  • Document all project activities in accordance with City policies, processes and procedures, as well as regulatory and legislative requirements
  • Demonstrated experience leading multi-disciplinary teams in the delivery of projects
  • Comprehensive understanding of construction processes related to architectural, civil, structural, mechanical, electrical, and/or landscaping disciplines

  • Attend site reviews, review project meeting minutes, change orders, contemplate changes, site instructions, and request for information (RFI) requests
  • A Degree in a related field, such Architecture, Landscape Architecture, Business or Project Management, Engineering OR A Diploma in a related field, such as Engineering, Construction, Architecture, Landscape Architecture, Project Management or Trade Certification

Hours of Work: 40 hours per week, Monday - Friday
Salary: $45.462 - $58.014 (Hourly); $94,924.66 - $121,133.23 (Annually)
