Native Women's Association of Canada is a National Indigenous Organization representing the political voice of Indigenous women, girls and gender-diverse people in Canada, inclusive of First Nations on and off reserve, status and non-status, disenfranchised, Métis and Inuit. Job description

Procurement Officer with International Procurement Experience

Reports to: CEO or Delegate

Term: Permanent, Full-Time

Closing Date: Open until filled

Location: Gatineau, QC

Summary

Reporting to the CEO or her delegate, the position will be responsible for procurement of all goods and services on behalf of NWAC both domestically and internationally. The position will work closely with the Finance team in ensuring budgetary controls are exercised, purchasing is in line with approved budgets and payments for goods and services are properly supported and approved. The position will also be responsible to ensure that the goods and services are procured at the most economical rates and that they meet the appropriate quality and safety standards.

General duties

The NWAC Procurement Officer will:

· Interface with peers, supervisors, management on purchasing issues.

· Seek input/support from client group and budget holder to ensure mutual understanding and agreement with negotiation approach and corporate targets.

· Identify sources of supply for both Indigenous and commercial goods for use/sale by NWAC.

· Liaise with Canadian and international suppliers for identification and procurement of merchandise.

· Liaise with Indigenous women’s organizations for sourcing items to be sold through NWAC retail outlets.

· Carries out negotiations for the acquisition of goods and/or services.

· Place purchase orders and monitor them with vendors, couriers, and customs brokers.

· Assist in implementing corporate policies, procedures, and quality control standards, prepare business briefings to respond to management, supplier debriefings and potential legal challenges from suppliers.

· Ensure supplier performance and all elements of the goods and/or services are delivered in accordance with the statement of requirements and/or specifications.

· Monitor contract deliverables, ensure that all elements of the goods or services are delivered in accordance with the scope of work, identify and resolve issues, between the supplier and the clients and terminate contracts for non-compliance of contractual obligations.

· Assist with the interpretations of procurement policies and procedures to clients, identify and recommend changes.

· Receive orders to ensure that proper product is received, and quantities/quality standards are accurate.

· Manage facilitation, and coordination of the full order cycle of materials from start to finish.

· Support the preparation of invoices for approvals and submit in a timely manner.

· Raise any problems or complaints that may arise quickly and amicably to the supervisor.

· Perform other related duties, as required from time to time.

Studies and Experience Requirement

· University Degree in a relevant discipline such as Commerce or Finance

· 3+ years of experience in purchasing and inventory management.

· Considerable experience in procuring goods from vendors abroad.

· Knowledge of Import Duty and exemptions available to nonprofit organizations.

· Knowledge of Indigenous art and culture highly desirable.

· Working knowledge of relevant software and online platforms required.

Key Skills

· Strong skills in Microsoft Office Application. MS Excel is used everyday in this role.

· Strong analytical, problem solving, and organizational skills.

· Proven ability to think independently and handle multiple projects to completion.

· Able to handle high pressure, high volume, time sensitive workflow.

· Ability to communicate effectively both orally and in writing.

· Desire to learn and positive attitude. Must be a team player.

· Ability to be meticulous and attentive to detail.

Knowledge

· Some knowledge and understanding of Indigenous Peoples in Canada and internationally, their cultures, histories, and traditions.

· Knowledge of Sage 300 and Norming is a strong asset.

· Bilingualism is an asset
