Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Maintenance Delivery Department in the Rapid Transit Division is looking for a Planning and Process Officer to join the team! Reporting to the Manager, Planning & Scheduling, you will help enhance processes, and improve the planning and scheduling of complex, diverse, multi-million dollar, and multi-year track maintenance and construction work of the maintenance delivery group from the creation to completion while minimizing changes to Operations and the customers it serves.
What will I be doing?
  • Reviews all updates to the Network Access Planning Standard and Engineering Access Statement and provides feedback of any changes to the Maintenance Delivery team and its Contractors.
  • Ensure vendors are updated on access submission requirements and works with Rail Corridor and Access Control, Rail Traffic Control, Service Design, Network Operation Control, etc. to facilitate these processes for access to the corridors for contractors.
  • Represents Maintenance Delivery at all Integrated Corridor Access Meetings and provides updates on all work that will be performed during major and minor closures.
  • Partners with our Track, Signals, Bridges/Structures, & Stations teams to create and update the calendar for when work that requires major/minor closures will be completed.
  • Responsible for the development of all Work Block Planning Processes specific to Maintenance Delivery Maintenance and State of Good Repair Activities.
  • Maintenance Delivery’s Subject Matter Expert for all Rail Corridor Access Processes including the Network Access Planning Standard and Engineering Access Statements.
  • Identifies opportunities to combine work activities of various groups into simultaneous work blocks to improve efficiency, reduce cost, and mitigate disruptions.
What Skills and Qualifications Do I Need?
  • Completed a degree in Engineering, Transportation, Rail Operations, Planning, Construction, or project management discipline – or a combination of education, training and experience deemed equivalent, a graduate degree is an asset.
  • Knowledge of Railway infrastructure maintenance practices and sequencing is an asset.
  • Contracting principles, practices, rules, regulations, and procedures to monitor alignments of processes with existing and new contracts.
  • Lean Process improvement, analytical, and standard development skills are considered asset.
  • Principles, practices, techniques, and tools related to process development and maintenance activities analysis in a transportation setting.
  • Minimum six (6) years’ progressive experience in the transportation, Railway Corridor, Construction, or Rail traffic Control industry with direct involvement in railway corridor related construction, scheduling, and rail traffic control.
  • Problem-solving, negotiation, relationship management, Planning, and organizational skills.
