ONxpress Transportation Partners (ONxpress) was chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Expansion. Unprecedented in its scale and complexity, this multi-billion-dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area.
Opportunity
ONxpress Transportation Partners, Operations & Maintenance (O&M) is looking for a Manager, Employee Experience & Development. Reporting to the Head of Employee Experience, Total Rewards & Development, this role will be responsible for overseeing the development and implementation of our Learning, Talent Development and Employee Experience functions and programs. In this role you will have the ability to create and scale learning and talent solutions that enhance the employee experience.
Responsibility
- Provide best-in-class, business driven learning solutions through analyzing and recommending training programs to support changing strategic objectives.
- Be a champion for a culture of respect and foster a diverse and inclusive workforce at all levels of the organization.
- Manage a team of learning, talent development and employee experience professionals to design programs that create long-term career opportunities for our employees while driving organizational performance in alignment with our culture and our commitment to providing an exceptional employee experience that supports and elevates our people.
- Implement solutions to ensure we have the right people, in the right roles, at the right time, for our business needs.
- Creation of talent review process including assessing performance and potential, identifying retention risks and strategies, establishing key talent development plans, succession plans for critical roles and identifying actions to address talent needs.
- Lead Talent processes (excluding Talent Acquisition) to ensure organizational focus on employee development through ensuring employees and leaders are educated and knowledgeable on programs and processes.
- Execute a comprehensive strategy to improve the overall experience of our organization's workforce, including employee onboarding process, creating programs to promote employee engagement, and improving the overall workplace culture and establish metrics and develop strategies for continued improvement of employee engagement.
- Develop the Learning and Development strategy to support a culture of learning and growth with an emphasis on building skills and developing a strong “bench” to support organizational growth.
- Gathering employee feedback through surveys, focus groups, and other means and analyze data to identify trends and areas for improvement and to use it to drive decision-making.
- Manage the learning design and delivery of programs across the organization to include logistical/planning support required for successful delivery and reporting. This includes the design and delivery of learning tools, as well as administration responsibilities through oversight of enterprise-wide Learning Management System.
- Execute programs and initiatives that accelerate productivity and cultural integration of new employees.
- Lead the implementation of the Performance Management system including Goal setting, Development Planning, ongoing Coaching & Feedback and Talent Assessments building strategies through implementing plans to enhance leader understanding and capability in support of a high-performance culture.
- Building relationships with third-party resources, vendors and partners.
- Leads other projects that support the evolution of our culture, employee engagement, and employee experience.
Education
- Bachelor’s degree in Business Administration or Human Resources Management or related field HR designation
Work Experience
- Previous experience in a leadership capacity
- In-depth experience in driving talent development and engagement strategies and programs in a complex organization.
- 10+ years experience with 5+ years experience in a specialized Talent, Learning and Development role preferably with some previous experience as a Human Resources Business Partner.
- Experience in both union and non-union industry

- Develops trusting relationships across all functions and levels; fosters strong partnerships with internal and external stakeholders and collaborates effectively to achieve exceptional results.
- Demonstrated experience with Learning Management and Employee Engagement Systems.
- Excellent analytical skills employs both quantitative and qualitative insights to identify needs and recommends solutions in a complex, multicultural landscape with competing demands.
- Highly skilled in all modes of communication; understands the value of diverse input and can effectively challenge partners and stakeholders to achieve improvement and change.
