General Accountability

Reporting to the Head, Revenue Protection, the Education Consultant is responsible for designing, implementing, facilitating training, programming and instructional materials to advance the TTC’s Revenue Protection and Special Constable Service streams, and other training founded in respect and dignity for customers and employees.


As a subject matter expert, this role will ensure and assist with the integration and application of customer-focused service delivery while adopting an anti-racism, diversity and inclusion lens on all training development, delivery and content. This job will facilitate, coach, provide leadership and conduct “Train the Trainer” training sessions to ensure internal trainers have the required information and skills to conduct and roll out training initiatives in support of the TTC’s Diversity and Anti-Racism Strategies and related action plans on a timely basis.


In addition, provides critical project management and implementation support to advance department initiatives and projects.

Key Job Functions

  • Identify, research, recommend, design, conduct and analyze training, programming and developmental needs:
  • Develops and ensures use of assessment and effective reaction and learning level evaluation methods including tools for the evaluation of knowledge transfer, and makes recommendations for improvements;
  • Ensures and assists with the integration and application of a diversity and inclusion, anti-racism and anti-Black racism lens to all aspects of training content development and delivery;
  • Creates, designs and reviews instructional material such as resource books, online help documentation, handbooks, job aids, lesson plans, instructor guides to ensure impactful learner experience for ongoing sustainable customer-focused training, using the most effective training methodologies/program formats.
  • Develops customized business training and learning strategies as various needs arise (classroom-led, workshops, coaching sessions, etc.) further to discussions or requests made by management.
  • Researches, and procures appropriate training materials and teaching aids to be used during program delivery as required through the successful execution of the RFP process.
  • Identifies, recommends, designs, conducts and analyzes training needs and problem areas through a variety of research techniques including surveys, interviews, focus groups, data analysis and questionnaires. Prepares training assessments, proposals, plans and strategies;
  • Design, co-ordinate, implement, facilitate and evaluate a range of related training material/content/ courses/programs for instructor led and web-based, and/or blended learning environments:


Key Job Functions continued

  • Coaches, provides leadership and trains staff on course content in order to deliver programs and training sessions in a timely and effective manner;
  • Leads and facilitates learning, promotes participation and addresses difficult questions, conversations, concerns, conflicts and manages resistance to change during training sessions to ensure clear understanding of perspectives and course material content for participants;
  • Plans, develops, facilitates and implements key training initiatives and projects under the general guidance of the Head, Revenue Protection and Head, Special Constable Service;
  • As a subject matter expert, leads, facilitates, coaches and also conducts “Train the Trainer” training sessions to ensure TTC trainers have the required information and skills to roll out training initiatives in support of the department’s strategy, objectives and related action plans on a timely basis:
  • Candidate will be required to participate in the TTC Customer Service Ambassador Program.
  • Provides leadership, develops strategies to manage and overcome resistance to change as well as assists in the coordination of related projects with key stakeholders to advance and deliver on projects.
  • Demonstrates behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment. Helps to remove barriers and accommodate employees and customers (within their area of responsibility) in accordance with TTC’s commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC’s policies.
  • Uses various facilitation techniques and tools to stimulate discussions and promote feedback.
  • Provides critical project management and implementation support to advance department initiatives and projects:
  • Optimizes virtual learning and learning technology as required for a 24/7 environment;

Education and Experience

  • Several years of directly related work experience in the design and delivery of training programs.
  • Completion of a university degree or college diploma in a relevant discipline (Adult Education and/or Diversity and Inclusion, Human Rights, etc.), or the combination of education training and experience deemed to be equivalent;

Additional Requirements

  • An exceptional level of communications skills including well developed writing ability;
  • Sound understanding of principles of readability, document design, and information design;
  • A strong comprehensive understanding and knowledge of diversity and inclusion, unconscious bias, race and racism, anti-Black racism, anti-Indigenous racism, discrimination, and other forms of racism against racialized groups;
  • Knowledge, involvement and familiarity with the history of and barriers faced by racialized, Indigenous and Black communities due to racism and anti-Black racism, issues of equity and systematic change;
  • Strong understanding of procedures/practices/techniques/methodology for conducting needs analyses, evaluating training programs and materials, and developing and validating criterion-referenced tests and other assessment instruments for program design, delivery and evaluation;
  • Ability to develop and organize information that is technically accurate and consistent with organizational requirements and the educational needs and the language/literacy levels of individuals;
  • Knowledge of how to apply an intersectional equity and anti-racism lens to learning/training delivery;
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Sound knowledge and experience related to education/personal development counselling;
  • Highly developed facilitation and coaching skills and the ability to teach others;
  • Working knowledge of various computer software packages to prepare correspondence, memos, reports and presentations;
  • A strong comprehensive understanding and knowledge of curriculum development/ instructional design principles, practices, adult education principles, techniques, methodologies, instructional systems design and experience in applying them to course design and delivery;
  • Well-developed interpersonal skills, cross-cultural awareness and understanding, combined with good judgement;
  • Comprehensive knowledge of applicable government legislation/regulations;
  • Ability to develop training products in a range of instructional media (print-based, computer-based, video-based) and to use requisite software applications for the development and delivery of in person and virtual training (e-learning and instructor led);
  • Demonstrated experience identifying and addressing issues and barriers present in departments, undertaking research, strategically analyzing systemic issues, and designing solutions to support continuous improvement integrating equity and anti-oppressive practices;
  • Knowledge of document processing software designed for writing and editing large or complex documents;
  • Experience working with external stakeholders within the public sector;
  • Ability to deal with conflict and difficult situations and conversations in a classroom setting;
