Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Transit Operations (Rapid Transit) Office is seeking a Director, Business Performance & Reporting. Reporting to the Vice President, Performance & Controls, you will be responsible for leading the development and overseeing the implementation of the Business Performance framework for the Operations (Rapid Transit) division and supporting processes, policies and systems to monitor and continuously improve the performance of all bus, rail and rapid transit services by Metrolinx, either through the direct provision of these services or through the contract and commercial management of third party service delivery partners.
What will I be doing?
  • Acts as the subject matter expert on all public and internal Operational Performance reporting, ensuring that reports follow governance and policy frameworks, industry best practices and protocols, are designed to be effective in managing all dimensions of operational performance related to the provision of rail and bus transportation services
  • Establish the governance processes that Operations’ uses to compare its business, operational performance and fleet asset information with the overall business objectives and targets and review, justify and implement any remedial and/or improvement actions
  • Develops and manages annual and long-term budgets and staffing plans that adhere to corporate standards and applicable legislation
  • Accountable for the identification, consideration and incorporation of commercial and political drivers and stakeholder requirements into strategic plans and objectives for Operations to ensure operational service and the fleet meet the forecast service demand in a compliant manner
  • Establish and implement the processes for defining, assessing, controlling, implementing and communicating changes to the organization's current management system
  • Establish the process and systems are in place to collate, analyse, evaluate and review overall Operations’ business performance against relevant targets and parameters and identify any remedial and continual improvement actions
  • Regular interaction with SMT and VP levels through presentations and reports, updating them on operating performance and KPI progress
  • Ensuring there is a process and systems in place to collate, analyse, evaluate and review operational performance and asset performance and condition against relevant targets and parameters and identify any remedial and continual improvement actions.
  • Development of Strategies and Objectives that align with relevant Policies and will deliver the requirements of all stakeholders and realize Metrolinx’s Mission and Vision.
  • Ensure new or replacement assets created by a project have necessary data attributes and links to other relevant information objects, such as unstructured information. Assuring the asset inventory is integrated with the necessary asset condition data to support decision making
  • Monitor, review and drive continuous improvement of the Operations management system in terms of its effectiveness in meeting performance outputs, objectives and stakeholder requirements, as well as the identification and management of risks across the business and related governance and assurance processes
  • Manage and control the technical and capital asset register in line with relevant information standards, including maintenance, capital investment and hierarchical data representations of the fleet.
  • Regular collaboration with Finance, I&IT, Marketing and Operating departments stakeholders to develop and improve data inputs and standards, KPI development, Performance issues and trends, needs assessments, and governance structures and effectiveness
  • Develop, communicate and drive continual improvement of management frameworks, that provides direction and guidance to the Operations business to assure alignment with overall objectives and outcomes, e.g. performance management and risk management
What Skills and Qualifications Do I Need?
  • Completion of a degree in engineering, mathematics, or data science, or a related discipline leading the delivery of rail bus or equivalent operations
  • Highly developed analytical, problem solving, and organizational skills to manage multiple challenges in a diversified business/matrix model environment.
  • Extensive knowledge in forecasting & analysis of future user requirements & demands.
  • Extensive experience in performance management systems & frameworks
  • Extensive knowledge of analysis of operational performance metrics
  • Politically astute with well-developed networking, stakeholder management, negotiation and influencing skills.
  • Extensive experience dealing with contracted services and contract management.
  • Experience in modelling & simulation, data cleansing & analysis, process review & improvement and configuration management.
  • Extensive experience reviewing & auditing compliance with contractual, legal, regulatory, ethical & social requirements.
  • Minimum 10 years’ experience in Rail or Bus operations along with extensive experience in the areas of performance or data management
