Job Summary


The Department of Psychiatry is a large, complex clinical and academic department that provides patient care, delivers education and conducts research in the area of psychiatric illness and treatment. The department is an administrative unit of three separate institutions: Dalhousie University, Faculty of Medicine, the Central Zone of Nova Scotia Health and IWK Health.


The Department is seeking a Director of Administration who will also serve as Chief Operating Officer ( COO ) of the Department’s Academic Funding Plan contract.As a senior member of the Department Head’s leadership team and reporting to the Department Head, the Director of Administration and Chief Operating Officer ( COO ) provides strategic and operational direction for the overall management of the Department and support of its strategic vision.


Key Responsibilities


  • As a strategic advisor, work with the Department’s global strategic plan to ensure that units’ individual plans are built upon a shared mission with all programs and stakeholders, and that strategic initiatives are aligned and coordinated with financial resources.
  • Provide leadership, stewardship and strategic oversight within the Department over finance, administration, research, education, policy, planning, governance, human resources, performance/accountability, administrative space planning, IT, and communications.
  • Manage the Department Academic Funding Plan and the Department Practice Plan.
  • Lead administrative best practices, quality improvement and renewal of administrative processes to meet the needs of the Department.
  • Provide financial expertise, analysis, leadership, administration and management of the Department’s annual operating budget including management of physician compensation, academic supports, and Academic Psychiatry Inc financial resources.
  • Lead, manage, coach and mentor direct reports and, indirectly, the staff within the Department. Oversee short- and long-term human resource objectives.

The successful applicant may work in-person or on a hybrid schedule as agreed by all parties based on operational requirements.

Required Qualifications


  • Excellent oral and written communication skills.
  • Demonstrated competency in financial management and budget preparation with excellent analytical skills.
  • Human resource management and supervisory experience.
  • Graduate degree in Business, Public or Health Administration with a professional accounting designation ( CPA ) and seven to ten years of experience in senior administration and management in a complex decentralized public sector organization (or equivalent combination of training and experience).
