Job Description
The Company Alberta Indigenous Opportunities Corporation (AIOC) bridges the gap between Indigenous groups seeking commercial partnerships in major projects and their financial capacity. AIOC has been delegated the authority to provide up to $1 billion in loan guarantees to reduce the cost of capital for Indigenous groups and to support their ability to raise capital to invest in natural resources, agriculture, telecommunications, and transportation projects. Key Pointers: Vision: Indigenous Peoples are important drivers of and key partners in Alberta’s natural resources, agriculture, telecommunications, and transportation sectors. Purpose: To drive Indigenous prosperity and independence through investment and active participation in Alberta’s natural resources, agriculture, telecommunications, and transportation sectors. Strategy: As an economic ecosystem catalyst, AIOC facilitates Indigenous investment and partnerships in development of Alberta’s natural resources, agriculture, telecommunications, and transportation sectors. Purpose of the Position Reporting to the CEO, the Chief Investment Officer (CIO), leads two streams of impact for the AIOC - Investment and Engagement. Key Responsibilities The CIO leads a team of investment professionals and works directly with the Board of Directors and Investment Committee to achieve organizational goals through: Leading the facilitation of investment by Indigenous groups in natural resources, including energy, mining, and forestry, as well as transportation, telecommunications, and agriculture projects, and related infrastructure; Recommending issuing of loan guarantees in support of Indigenous investment in commercially viable, mid- to large-scale, eligible projects of $20 million to 250+ million provincially and nationally; Leading the issuing of capacity building funds through grants to Indigenous groups to evaluate, assess, advance and/or formalize their potential investment in an eligible project. In addition, the CIO leads a team of engagement experts and is accountable to thorough and thoughtful engagement with Indigenous communities, industry, centers of influence, all levels of government provincially and nationally. The CIO role involves: Evaluating projects presented to AIOC, and capacity grant requests. Recommending projects and/or capacity grant applications for approval to the Investment Committee and the AIOC board. Providing direction and advice to a range of Indigenous communities and groups, as well as stakeholders on potential projects and activities required to progress to the approval stage. Leading the AIOC team on completing approved transactions. The CIO has a high level of autonomy while still being highly collaborative and accountable in anticipating and identifying strategic relevant issues involved in market analysis to optimize potential opportunities for AIOC and the range of Indigenous communities served. This position provides the analytical investment expertise required to fulfill the AIOC mandate. The CEO, Board and Investment Committee rely on the expertise and recommendations resulting from the team led through the CIO role. The CIO leads The VP, Investment and VP, Engagement as well as their respective teams and strategies. As a leader in AIOC, the CIO provides advice and strategic expertise to further position AIOC for success, including operational management of the organization. This position is also expected to build and maintain collaborative relationships throughout AIOC, including the Board, as well as Indigenous communities, and a range of stakeholders. In addition, this position collaborates as required with the corresponding department/ministry (Deputy Minister’s office/ADM), and the Minister’s office, in fulfilling the mandate and achieving our shared goals. The Candidate Experience and Professional Qualifications Professional designation(s) including the CFA, CPA, ICD.D or other. 20+ years of diverse, senior leadership experience with understanding of the infrastructure and natural resources sectors (i.e. oil and gas, mining, forestry, energy, agriculture, transportation, telecommunications etc.). Proven experience as a CIO, Executive, Managing Director, or other senior finance professional. Previous capital allocation experience with an Endowment or Pension manager, Private Equity fund or similar. Leadership: Strong and proven leadership to manage the complexity of investment opportunities involving Indigenous communities and stakeholders.. Strong leadership in providing information, advice and support to staff on requests, requirements, and projects and garnering information from a wide range of sources on short notice within tight timeframes. Knowledge: A broad knowledge of all aspects of AIOC business and extensive knowledge of and understanding the CEO office, board governance and responsibilities, and the role and requirements AIOC has with the Government of Alberta. A general knowledge of relevant legislation, regulations and guidelines applicable to the business of AIOC. An understanding of Indigenous communities and culture, as well as the broad range of stakeholders that AIOC interfaces with. Problem-solving and management of issues: Proven negotiation skills with stakeholders including investors; including inter-relatedness of responsibilities such as judgment, skill/competencies and analysis along with managing multiple competing interests from investors to Indigenous communities. Experience managing politically sensitive issues and information through having a high level of political acumen, privacy and confidentiality; and with a sense of integrity and discretion. Proven experience working with executives, senior management and the board, and with the Government of Alberta. Collaboration: Ability to develop and maintain professional relationships with AIOC senior executives and staff, Ministers office and department/ministry, and Indigenous communities and stakeholders. Additional skills/experience: Experience working with Indigenous communities including a knowledge of culture. Flexibility to accommodate changing priorities in a fast-paced environment. Skills and Competencies Lead investment program Lead and oversee all investment opportunities presented to AIOC including working directly with a range of Indigenous communities and groups, stakeholders as well as with the CEO, AIOC leadership, Investment Committee and Board of Directors. Specifically, this includes: Along with the CEO, report directly to the Investment Committee and Board of Directors on projects presented to AIOC under its programs. Support mid- to large-scale projects that benefit Alberta’s Indigenous communities as equity owners in the natural resource, agriculture, transportation, and telecommunication sectors. This includes displaying the following: Establish, oversee and provide leadership on systems and execution for efficient project evaluation, project viability assessment, feedback, communication, and practices with applicants, due diligence procedures and overseeing the investment process of approved projects. Coordinate 3rd party service due diligence and the financing process with contractors, market and financial feasibility consultants, government, lawyers, issuers and other professionals to facilitate the assessment and consummation of approved projects.
