Job Description
Reporting to the Chief Information Officer, Technology, the Associate Director, Information Management and Security will lead in using, maintaining, and developing major business software and technology-related programs. This position provides leadership to ensure that systems, applications, platforms and policies support the TPA’s and other users’ needs related to technology-related programs. This position will also ensure compliance with Payment Card Industry (PCI) Data Security Standards (DSS).


The incumbent must be a self-starter who can collaborate effectively with stakeholders. Must be able to effectively understand requirements, and engage as needed to clarify objectives and deliver promptly and efficiently.


Responsibilities


  • Oversee Quality Assurance to ensure that testing strategy is comprehensive, including unit, integration, and regression testing and weighed against code quality risk during project delivery.
  • Key leadership role in identifying global best practices and key mobility trends and reimagining relationships with strategic vendors to drive real innovation and real-time outcomes.
  • Ensure the proper delivery and development standards are in place.
  • Develop the functional acumen of the team to support how solutions will address business goals while maintaining alignment with industry best practices.
  • Develop integrated partnerships to accelerate the deployment of first/last mile mobility solutions that deliver customers speed, ease and choice in B2B and B2C environments.
  • Lead establishing practices, policies and partnerships to expand and mature the organization’s capabilities.
  • Effectively plan and oversee vendor requirements and relationships, ensuring the best value and service for the organization.
  • Stay abreast of and share in-depth knowledge of the technology landscape and marketplace.
  • Lead cross-functional teams to help solve problems and build digital capability and demonstrated the ability to bring together and lead groups of internal and external stakeholders.
  • Assist in the acquisition of new parking management opportunities, by recommending technology solutions that will meet stakeholder needs.
  • Set, monitor and manage project and program expectations for digital application delivery.
  • Provide leadership and expertise in digital application delivery to business partners; including ensuring the team is accountable for their deliverables and overall accountability for successful project delivery.
  • Hire, develop, motivate, and retain high-performing staff. Guide assigned activities and ensure follow-through on assigned tasks and projects. Evaluate performance and provide guidance and/or recognition.
  • Lead the team to work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.
  • Summarize issues, risks and mitigation strategies to the senior leadership team.
  • Provide recommendations for technical solutions based on best practices.

  • Engage and maintain collaborative relationships with key internal and external stakeholders, including senior executives across TPA, to support the achievement of deliverables and overall objectives, assessing risks/opportunities, and developing and executing plans.
  • Lead and manage multiple project work streams, including leading problem-solving sessions, workshops and interviews with cross-functional, business line working team members and subject matter experts.


QUALIFICATIONS:


  • Minimum 6 years in an enterprise commercial or government IT environment is required, with 5 years of experience, leading, motivating and developing a team of professional technology employees.
  • Customer-centric approach to delivering great service to customers and stakeholders.
  • Minimum 6 years of experience in the use of technology to support complex information management and knowledge management requirements, including application development
  • Experience with complex compliance requirements; PCI-DSS preferred (Payment Card Industry Data Security Standards).
  • Experience with API integration, XML, PHP, Python, SSIS and MSSQL an asset.
  • Knowledge of software application security strategies.
  • Proven project management skills (e.g. resource coordination, charter development, business requirements gathering, etc.).
  • Experience with relational database design and ERP systems such as SAP is an asset.
  • Skilled at establishing and maintaining effective working relationships with customers, partners, vendors, sponsors/stakeholders, and technical/non-technical staff.
  • Experience with financial and resource management.
  • Demonstrated experience implementing enterprise data management, processes, procedures and decision support.
  • University degree or college diploma in Computer Science or a related field or equivalent work experience.
