Project: Enterprise Insights Data Program

Anticipated Start Date: Aug 14^th, 2023

Anticipated End Date: Mar 31^st, 2024

Contract Duration: Approx 8 Months (with an option of 6-month Extension)

Estimated working hours: Part time role 6 - 12 hours per week (Depending on work requirement)

Location: Remote Within British Columbia

Scope

This is a procurement for 1, Application Designer/Developer Level 2, to work on the Enterprise Insights Data Program. The anticipated term of this opportunity is from an available start date of August 14, 2023 to an anticipated end date of March 31, 2024 with an option to extend for up to August 31, 2024. All proposed Consultants must be available to start within 3 weeks within which the Consultants must be available to commence work.

Project Context

The Enterprise Insights Data Program is intended to bring together various data sources from across the organization to support the prioritization and planning of infrastructure and products, reducing the risk of legacy technology. The program will create indicators for legacy risk and best practices for data management to create a more holistic view of the enterprise service portfolio. It will also develop a roadmap for maturation to ensure the program and its executive users can grow as technology landscapes change. This program will need to align with operational business intelligence initiatives while maintaining a strategic IT planning lens to support executives in prioritization decision-making.

The resource will support the Enterprise Insights Data team to mature the backend systems requirements of the Insights tool. They will:

oValidate and refine Data requirements; Support work with partners and stakeholders to understand and document data requirements.

oSupport Expansion of ES Insights tool; Apply statistical, algorithmic, mining, and visualization techniques to expand/refine ES Insights, Create/update dashboards using MS PowerBI;

oCreate Data Standards/Data Model; Document rules to standardize the way data is described, represented, and structured, indicate how the data is being used, where the data is coming from, and who owns it;

oDevelop standards and best practices around data storage, sharing, and access; Create standards for storing ES Insights data in the cloud, determine best practices for managing access to and sharing of ES Insights dashboards

oSupport ES Insights team planning through the development of a data maturity plan.

Consultant Qualifications

The Application Designer/Developer is required to have the following skills and experience:

•Identifying and estimating required technical activities, working with the Product Owner to align priorities

•Monitoring technical work; recommending/implementing solutions

•Ensure the development of procedures to facilitate data management, data backup, data matching, and user management for data security

•Plan, lead, and otherwise undertake the development of integrated proof of concept solutions, to verify emerging technologies, products, services, and methodologies, to ensure government understands technical opportunities/exposures, and to ensure deployment minimizes associated risks and threats.

•Training the team on best practices related to technical solutions and any implemented procedures to maintain operations

In addition to the skills and experience set out above, the Proponents should demonstrate that the proposed Consultant(s) have the following additional skills and experience:

• Proficiency in M365 tools, including Power BI and backend data management practices

• Experience working with executives and demoing data stories

• Familiarity with ServiceNow data management practices to ensure alignment of tools

Service Requirements

The Contractor’s responsibilities will include the following:

•Participation in sprint planning to advise on technical components as related to the project context.

•Completion of technical components as related to the project context.

•Sprint updates on velocity, including task completion rate, roadblock review, and next sprint priorities.

•End of project report and presentation to the executive on findings, operational processes for maintenance and continued improvement, and any considerations for future projects (e.g., but not limited to data gathering, inter-data connectivity between systems/datasets)
