Utilities Design Manager Jobs

The Utilities Design Manager will oversee the utilities design for the project, liaise with relevant stakeholders and obtain necessary permits for construction.
Working within the Leadership Team, the overall responsibilities and duties under this role are to manage, guide, recommend, advise and instruct the utility technical team in executing their duties. Also, providing leadership and technical excellence to set up the required delivery tools, systems, processes, and procedures required to support the project. The position will ensure, plan, coordinate and provide support & guidance to our technical delivery teams, while continuously improving organizational performance across the business. Moreover, advise on technical, design obstacles/limitations, constructability issues, design changes that align with the program requirements and the general program vision.
Key Accountabilities:

• Monitor project progress to mitigate risk, ensure compliance with policies and procedures, and optimize design via value engineering.
• Proposals to the client regarding suitability, feasibility and constructability of the design, constraints, and solutions that align with the program vision, budget time and quality.
• Ensure compliance with statutory, administrative, and regulatory requirements by laisse, direct and oversee the design progress form concept models to final and construction implementation, including assisting and providing support to the design consultants during the permit procedure related issues with public entities.
• Provides leadership to others through example and sharing of knowledge/skill.
• Manage relationships with external consultants to ensure performance and services meet design service agreements.
• Supervises projects through the planning and scheduling of work, and the review and approval of tasks.
• Work collaboratively with cross-functional teams and stakeholders on complex, high-risk projects to progress projects and initiatives.
• Offer strategic guidance on the establishment of Technical Design standards, and philosophy.
• Guide designers, review concept designs and infrastructure designs against the program requirements, scope of work, specifications, guidelines during design phases and construction phases for all technical components of the program.
• Strategic development and growth of the Design Management service line, including business plan development and P&L responsibilities.
• Manage project progress, analyze current and scheduled construction work activities to identify critical path items, recommends and implements solutions.

Qualifications

• Microsoft Office proficiency with Word, Excel and PowerPoint.
• Ability to lead a highly qualified team.
• P. Eng. accreditation with PEO is required.
• Organized and self-motivated.
• 5 to 10 years of design experience in large P3 projects such as highways, LRT, or other transit projects.
• Bachelors or Master's degree in civil engineering, with preference on focus on project management from an accredited University.
• Experience in managing various stakeholders and consultants from various disciplines.
• Extensive experience in Design Management and Project Management of large scale multi-disciplinary projects.
• Experience in coordinating with different departments within the City of Toronto (Toronto Water, Transportation Services, Urban Forestry) and other stakeholders such as Toronto Regional Conservation Authority (TRCA).
• Excellent communication skills, including report writing and presentation skills.
• Proficiency with MicroStation, AutoCAD, and other 3D modelling software is a strong asset.

• External Master Planners, Architects, Engineers, Contractors, etc.
