One of our large Enterprise level client in United States is looking for a Trade Operations Lead from Canada who is a SME and primary authority for ensuring client's North America operations comply with all trade regulations, including the Export Control List (ECL), Controlled Goods Program, Area Control List (ACL), Import Control List (ICL), and the Export and Import Permits Act (EIPA) in Canada, as well as the United States Munitions List (USML) and the Export Administration Regulations (EAR) in the US, with particular emphasis on EAR Category 5 Information and Security. They will also manage licensing requirements in both countries and will be the main point of contact for all trade operations matters. This role will work closely with the client Trade Compliance Office (TCO) to ensure adherence to corporate policies and procedures and client Global Logistics to ensure timely processing of Imports/exports.

Key Responsibilities:
- Serve as the primary contact with licensing authorities in both the US and Canada.
- Ensure compliance with regulations surrounding the transportation of hazardous materials, minimizing risks associated with such shipments.
- Develop, implement, and manage the company’s trade operations program in line with TCO corporate policies and procedures.
- Prepare, review, and complete key shipping documents including commercial invoices, shippers' letters of instruction, and airway bills, ensuring they are accurate and comply with all relevant regulations.
- Maintain meticulous records of all trade operations activities and documents, ensuring compliance with company's records retention policy.
- Determine country of origin and customs value for goods to ensure accurate declarations.
- Monitor changes in trade regulations and adapt company operations as necessary.
- Support business objectives and work closely with Client Global Logistics to ensure timely delivery of shipments.
- Provide training to internal teams on trade operations regulations and requirements, including the Controlled Goods Program.
- Determine appropriate ECCNs, HTS codes, and manage the process of obtaining necessary licenses from US and Canadian licensing authorities.
- Manage all import/export shipments especially encrypted hardware, and the use of US ENC exceptions.
- Prepare and submit necessary documentation for trade activities.
- Strive to minimize the environmental impact of shipments and promote sustainable practices within trade operations.
- Conduct internal audits of trade practices and procedures to ensure adherence to regulations and TCO policies.
- Handle Canadian GEP-12, GEP-46, and GEP-45 permit applications and compliance.
- Manage relationships with freight forwarders and logistics providers to ensure efficient and compliant movement of goods.
- Provide deep expertise in the interpretation and application of regulatory requirements including ECL, ACL, ICL, EIPA, USML, EAR Category 5, the United States-Mexico-Canada Agreement (USMCA), and the Wassenaar Arrangement's Dual-Use Goods and Technologies List (Category 5 – Part 2 "Information Security").
Qualifications:
- Proficiency in English; fluency in French is a plus.
- Experience working with freight forwarders and logistics providers.
- Awareness of environmental issues related to shipping and demonstrated commitment to minimizing environmental impact.
- Excellent communication and organizational skills.
- Comprehensive knowledge of US and Canadian trade laws and regulations, including ECL, ACL, ICL, EIPA, USML, EAR, USMCA, and the Controlled Goods Program.
- Bachelor’s degree in, International Relations, Political Science, or a related field.
- Experience in preparing, reviewing, and completing key shipping documents including commercial invoices, shippers' letters of instruction, and airway bills.
- Minimum of 7 years of experience in trade operations, logistics or freight forwarder, with a focus on US and Canadian trade regulations, licensing, and import/export procedures.
- Strong ability to interpret and apply complex trade regulations, determine the country of origin and customs value, and interact effectively with licensing authorities.
- Experience in managing and ensuring compliance for transportation of hazardous materials.
- Exceptional attention to detail and accuracy, particularly in document preparation and record keeping.
- Extensive knowledge and understanding of EAR Category 5 Information and Security and Category 5 – Part 2 "Information Security" of the Wassenaar Arrangement's Dual-Use Goods and Technologies List.
- Proven experience in maintaining accurate and detailed records in line with company and legal requirements for records retention.
- Experience working with Canadian GEP permits and the US ENC exception.
- Demonstrated experience with classifying products under the HTS, determining ECCN classifications, and managing shipments of encrypted hardware.
