With more than 1,000 sworn and civilian members, the Waterloo Regional Police Service (WRPS) requires a Total Compensation Analyst. The WRPS delivers exceptional police services to its residents. As the Total Compensation Analyst…

You Will:

  • Assist HR colleagues and managers in the development of salary recommendations ensuring adherence to the Service’s compensation principles, policies, collective agreements and employment contracts;
  • Informs incumbents and supervisors when they are due to complete a review and provides guidance where necessary;
  • Coordinates committee meetings, completes administration, and communication;
  • Respond to information requests from external policing partners to match positions and provide salary band information;
  • Provides support and recommendations to the hiring managers to ensure the job description translates effectively into the business needs;
  • Perform other related duties as required.
  • Support job evaluation activities for the Civilian Waterloo Regional Police Association (WRPA) and Senior Officer Association (SOA) in accordance with the applicable Terms of Reference;
  • Track the status of new jobs, six-month reviews, and maintenance review processes.
  • Ensure job descriptions adhere to a set standard of quality and provide appropriate instruction, training and guidance to supervisors and/or incumbents where necessary.
  • Research job description information, occupational classification information, salary market information, questionnaires, and pay equity and job evaluation reports;
  • Undertake special projects related to job analysis, requests for information, or market surveys as directed. Collects other information as requested;
  • Work in collaboration with the Manager to document and maintain standard operating procedures, workflows, forms, and other types of communications. Recommends policy and procedure improvements to maintain standards, continuity, and efficiencies;
  • Assist in the development and utilization of metrics and models to understand both current and future compensation trends;
  • Liaise with supervisors on the accuracy of job content information and consistency of qualifications;
  • Work with the Manager on the cost implication of any job evaluation/pay equity changes;
  • Review and analyze job evaluation submissions; follow up on discrepancies/incomplete submissions.
  • Support in-depth quantitative and qualitative analyses of the Service’s total compensation programs in order to evaluate internal equity, external competitiveness as well and legislative compliance;
  • In collaboration with the Manager, determine provisional job evaluation ratings for new civilian job classifications;
  • Establish and maintain effective salary administration practices and procedures;
  • Maintain job-related data and documentation (e.g. job codes, job descriptions, job evaluation results, and position titles), within the Human Resource Information System (HRIS), spreadsheets, and other filing systems;
  • Monitor and ensure compliance with Pay Equity requirements;
  • Conduct job analysis and provide support to managers on the drafting of job descriptions for new and changed positions;
  • Provide recommendations and guidance on information such as job description writing, job evaluation process, qualifications, and position titles;
  • Consolidate and interpret information, prepare reports and/or survey results; develop conclusions and make recommendations;


You Have:

  • Knowledge of job analysis, job description techniques, principles, and processes, compensation management, organizational effectiveness, labour relations, and human resources policies and best practices,
  • Knowledge of the interrelatedness of jobs across an organization and within a hierarchy, and related potential issues and opportunities;
  • Knowledge and ability to comply with policies, procedures, legislation (e.g., pay equity, privacy, labour relations, employment standards), collective agreements, terms of reference and job evaluation plans;
  • Demonstrated organizational skills with the ability to prioritize, multi-task and meet tight time frames within a fast-paced environment;
  • Attainment or in the process of attaining professional designation in compensation (CEBS, CCP or equivalent). Certified Human Resources Professional (CHRP) designation is preferred; • Familiarity with a unionized work environment is an asset;
  • Minimum three (3) years of progressive experience in a similar Total Compensation role with demonstrated understanding and application of compensation philosophies, practices and legislation;
  • A valid Class “G” Ontario Driver’s License with no more than six demerit points required to travel.
  • Successful completion of a University Degree in Human Resources, Business Administration, or related field;
  • Intermediate Microsoft Office skills with emphasis on Excel for data manipulation and analysis. Previous experience using software such as Adobe Acrobat, Banner, Crystal Reports, human resources information systems and electronic document management systems;
  • Communication and interpersonal skills to identify and assess job description content issues and disputes, interview members and supervisors, probe for relevant job content information, provide information in a tactful and sensitive manner and make effective recommendations and decisions;
  • Strong collaboration and relationship management skills; ability to work effectively with all levels of the Service and external parties. Demonstrated understanding of the importance of client-centered customer service;
  • Research, analytical, problem-solving skills and attention to detail to collect/provide accurate, relevant information, analyze jobs and conduct job evaluation, identify anomalies, and maintain data;

  • Able to participate as an effective team member and to support and project values compatible with the organization.
  • Able to work independently to organize tasks and track dates, meet deadlines for job evaluation maintenance review dates, and to write new or update existing job descriptions;
  • Able to gather, analyze, and synthesize job and job structure information, accurately describe the type and level of work performed, and identify impacts of decisions and word choice when participating in job evaluation and reorganizations;
  • Able to write clear, concise, defensible job descriptions, job evaluation rationale, website content, and correspondence;
  • Able to meet the testing and police security requirements and to maintain confidentiality; and
