General Accountability

Accountable for supporting the design, operational requirements, and/or implementation of the signals & train control systems for the applicable project/program. The incumbent provides technical support to relevant teams from inception, planning, design, requirement development, procurement, bid evaluation, and implementation through commissioning to completion in accordance with the TTC’s budget, schedule, and quality assurance requirements.


Key Job Functions

  • Participate in technical reviews with project/program team and Operations Group on a regular basis to ensure that objectives, quality standards, and TTC procedures and requirements are adhered to and met.
  • Support and coordinate with other departments (such as Signals Engineering and ATC) for engineering resources, scope review, design review, commissioning, and final system acceptance.
  • Ensure signals & train control systems (conventional and CBTC) objectives and scope are clearly defined, agreed to, and documented at the beginning of the applicable project/program.
  • Ensure stakeholder participation at all appropriate stages of the project/program’s cycle.
  • Support the justification and budget to management as may be required to obtain project/program approval.
  • Candidate is required to participate in the TTC Customer Ambassador Program.
  • Prepare systems/subsystems requirements and specifications, operational processes, preliminary and detailed design/drawings, and applications specific to the project/program environment, as required.
  • Demonstrates behaviours that support diversity, inclusion, and a respectful work and service environment that is free from discrimination and harassment.   • Support the preparation of systems-related inputs to project/program plans or schedules, for design and implementation activities.
  • Support the preparation of contract documents, determine contract conditions and achievable timing schedules as required to meet project/program budget constraints and commitments.
  • Ensure all requisite documentation required to plan, coordinate, and implement the project/program is completed.
  • Support on-site construction testing and commissioning work to ensure that project/program requirements are met.
  • Ensure timely communications and liaison between members of the project/program team, Operations Group, engineering/design consultants, municipalities, city agencies and contractors as required.

Education and Experience

  • Project Management Professional (PMP) certification is an asset.
  • Previous work on transit expansion projects is an asset.
  • A University Degree in Engineering or a related discipline, and extensive project experience with the applicable system and engineering management, or a combination of education, training, and experience deemed to be equivalent.
  • Must be licensed with the PEO as a P.Eng. EITs may be given consideration dependent on skills and experience, and must achieve their license within the specified timeframe.
  • Previous work in a rail operating environment is an asset.


Additional Requirements

  • Knowledge of the Construction Lien Act, Occupational Health & Safety Act and Regulations, and local trade rules as applied to the construction industry.
  • Demonstrated ability to work with multi-discipline teams, deal with complex issues and maintain effective working relationships.
  • Strong knowledge of applicable codes/practices/standards and how they relate to the applicable systems and the associated electrical/electronic equipment.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Comprehensive knowledge of test principles, construction methods and processes, contract administration, and construction inspection.
  • Excellent technical, analytical, problem solving, interpersonal, verbal communication, and engineering report-writing skills.
  • Ability to prepare and interpret complex reports, recognize problems and evaluate solutions.
  • Experience with latest industry practices, including train control practices and microprocessor/CBTC system.
  • Will also require familiarity with interfacing subsystems such as Traction Power, Subway Ventilation systems, SCADA and Trackwork.
  • Thorough and current knowledge of design engineering principles and practices of conventional (track circuit) and CBTC systems.
