Senior Project Manager (6 Month Contract)

Overview
The company is seeking to obtain the services of a Senior Project Manager (the “PM”) to support the successful delivery of a selection of large scale initiatives.
(a) It is expected that the successful Proponents’ candidate will be available on a full-time basis (8 hours per day) and available to work on-site 5 full days per week.
(b) The Senior PM is accountable for the successful delivery of the related project in alignment with Program Sponsor and other project managers under the same program.
(c) The Senior PM will provide senior level of expertise to the project team for all aspects of project including initiation, execution, monitoring, implementation and closing.
(d) The Senior PM is responsible for developing and overseeing the execution of the project charter.
Roles and Responsibilities
(a) Accountable to the Program Sponsor for delivery of the expected scope and to the Manager, Business Transformation Services for the process of delivery;
(b) Reporting to the Manager, Business Transformation Service, and working closely with the related line of business as well as the other project streams, the Senior PM will coordinate strategies and deliverables to support the initiative.
(c) Works with Program Sponsor and business leads to develop and maintain the detailed work stream project charter, WBS, risk register, critical path and all other project management artifacts;
(d) Works with the Program Sponsor to understand goals and objectives, benefits and detriments of the proposed changes, manage expectations, report status and escalate issues;
(e) Works collaboratively within the company, the project team, and other work streams to resolve scheduling conflicts;
(f) Ensures regular status reporting and the resolution of issues and/ or appropriate escalation;
(g) Tracks and reports on integrated project plans, identifies intra-dependencies and impacts and advises on how to achieve objectives considering integrated project plans.
1.3. Required Skills and Experience
The following requirements should be identified for the individual candidate(s) the Proponent is proposing to enable a complete evaluation.
The Senior PM should be able to demonstrate the following:
(a) Significant direct experience with delivering on large Business and Information Technology focused projects or programs
(b) Working knowledge and understanding of Project and Program Management principles and methodologies;
(c) Understanding and experience with policy and regulations;
(d) Exceptional communication skills - both written and verbal;
(e) Excellent active listening skills;
(f) Ability to work effectively at all levels in an organization – quickly establishing and then maintaining relationships;
(g) Ability to understand the requirements of each functional area;
(h) Ability to identify potential risks and points of resistance and develop specific plans to mitigate or address the concerns;
(i) Ability to communicate effectively with all levels of the organization and project team members;
(j) Experience managing multiple priorities, meeting tight deadlines and working independently;
(k) Senior PM experience leading at least 2 large projects.
(l) A minimum of 10 years demonstrated experience leading and managing business and IT projects of increasing complexity and size and at least one project with a significant component of organizational change management and ability to successfully drive completion of business and technology deliverables to schedule and budget;
(m) A minimum of 5 years of demonstrated experience in program management; preferred with at least 2 years of experience in program management within a large scale police environment;
(n) The ability to deliver programs to time, scope and quality requirements
(o) Experience with multi-faceted process and organization structure changes
(p) A working knowledge of the PROSCI / ADKAR model of change management
(q) Experience managing complex, high-profile projects involving new business;
(r) Ability to manage multiple and complex tasks in a timely manner.
