• 7+yearsdemonstratedhands-onDeliveryManagementexperiencemanaginglargecomplexapplicationdevelopmentprojects.
• 7+yearsexperiencemanagingmultiplecomplexconcurrentprojectsasanintegratedprogram/portfolio.
• 7+yearsdemonstratedexperiencewithProjectmanagementpractices,theories,methodsandtechniquestoanalyzeandassess:costeffectivecontractandprocurementstrategiesforI&ITsolutionsandservices;leadthedevelopmentofcontractmanagementaccountability,governanceframeworks,proceduresandguidelines,andprovidestrategicandbusinessprocurementadvicetoseniormanagementtosupportstrategicsourcingopportunitiesandoptimizecosteffectivenessofgovernmentprocurementinvestments.
• 7+yearsdemonstratedexperiencemanagingagile/iterative/scrumprojects.
• 7+yearsdemonstratedexperiencewithI&ITtechnologyconcepts,principles,infrastructure,systemsandapplicationsolutioning;e.g.,hardwareplatforms,softwarealternatives,architecture,networks,databases,applicationsandsecuritytoleadtheimplementationandongoingmanagementofeffectiveITservicecontractlifecycletoensureeffectivecontrollershipandqualityassuranceofGovTechON'sinvestmentinI&ITassetsandserviceswiththeincorporationofappropriateriskmanagementfeatures.
• KnowledgeandexperienceusingissuemanagementtoolssuchasJiratomanagebacklogsandsprints.
• KnowledgeofCurrentandemergingtechnology,industrystandardsandtrendstoensurethatleadingedgetechnology(e.g.,securitytechnologies,operatingsystems,multi-tierweb-basedenvironment,internettechnologies,andtestingmethods)isbeingutilizedinthemarketandhowbesttoapplythistovendorportfoliocontractsandprocurementstrategies.
• 7+yearsdemonstratedexperiencemanagingmultidisciplinaryteamsandtechnicaltasksinvolvingsolutiondevelopment(design,coding,configuration),datamigration,testing,platformupgrades/patching,maintenance/support,integration.

KeyResponsibilities:

WithintheGovTechONorganization,thereexistsseveralstrategic,tactical,operationalandcommodityvendorrelationshipsrepresentingsubstantialpublicinvestmentthatrequireseffectiveoversightandmanagementtoensurevalueformoney.

• Leadsthecollection,analysisandconsolidationofspecifiedvendorportfolioinformation/data,thepreparationofreports/dashboards,andthedevelopmentofrecommendationsregardingperformanceimprovementplans.Leadsthedevelopmentofstrategicoptions/plansforcontinuousimprovementofvendormanagementtoensurecost-effectiveinvestment,managementandcontrolofI&ITdeliverythatensurevalueformoney.
• Leadsthestrategicplanning,andmanagementofvendorpartnerportfoliosbydevelopinganditeratingonadefinedRelationshipCharterincludingStrategicPartnershipSuccessPlan.WorkingcloselywithGovTechONITdivisions,providestrategicvendororchestrationtosupporttheeffectiveoversight&managementofbusinessservicedeliveryandstewardshipofoperations.EnsuresalignmentandcomplianceofspecifiedvendorcontractportfoliototheITVMOStandardOperatingProceduresandoverallaccountabilityandgovernanceframework.
• Manages/leadsthedevelopmentofeffectiveworkingrelationshipswiththebroadervendorcommunitytounderstandprivatesectorI&ITandbusinesssolutionservicedeliverytrends/strategiesinordertoadviseandinformonstrategiesandopportunities.
• Initiatesandbuildscollaborativepartnershipswithdirectors/managersacrossGovTechONtoencourageinnovationopportunitiestomaximizevaluerealizedfrom3rdPartyITvendors,enablestrategicoversightandsharingofbestpracticestorealizeefficienciesingovernmentinvestmentinI&ITsolutionservices,infrastructure,andtoenhancevendormanagementfunctionsandpractices.
• Leads/participatesonITVMOgovernancecommitteesandprojectteams.
• ProvidersstrategicadvisoryservicestoGovTechONITDivisionsforthedevelopmentandimplementationofperformancemeasurementsforthevendorportfoliotoensurecontractrequirementsarebeingmetandthatvalueformoneyisachieved.
• Actsasasubjectmatterexpertinanadvisoryroletotheseniormanagementteam;identifiesandprioritizesservicedeliveryandimprovementinitiativesthatstrengthenaccountabilityandvendormanagementfunctionsinalignmentwithoverallgovernmentdirection.
• EstablishesandmanagesthedevelopmentoftheITVMOshort,mediumandlongtermstrategic/businessvendorportfolioplansensuringthatplansarealignedwithgovernmentI&ITandGovTechONstrategicdirectionsandfinancialplans.ReportstoITVMOandGovTechONexecutivesonperformanceofthespecifiedvendorportfolios.
• Briefsseniormanagementoncurrent/projectedvendormanagementissuesandopportunities,providesstrategic/businessadviceandpresentsrecommendationsandsolutions.Preparesand/ormanagesthepreparationofbriefingnotes,position/optionpapers,internal/externalcommunications,responsestocontentiousissues,informationinquiriesandotherexecutive-leveldocumentation.
• DevelopsandmaintainseffectiveworkingrelationshipsbetweenGovTechONITDivisionsandassignedvendorportfolio.
• Providesleadership,expertadviceandparticipatesasanITVMOsubject-matter-expertwithGovTechONclientexecutivesandseniormanagement.SupportGovTechONITdivisionswiththeirmanagementofI&ITservicedeliveryissuesthroughin-depthknowledgeofI&ITbusinessconcepts,principles,technicalbusinessservices,andemergingtrendsintheI&ITbusinessenvironmentandprovidesadvicetoexecutivesonoptionsforeffectiveandefficientvendormanagement.
