For more than 60 years, the Ontario Long Term Care Association (OLTCA) has been committed to advancing the quality of long-term care services in Ontario. The OLTCA works to develop evidence-based policy solutions to the issues facing long-term care homes in the context of the broader health system and seniors care continuum with the ultimate aim of creating a strong and sustainable long-term care home sector that delivers the best quality care to Ontario’s seniors.The OLTCA has the privilege of representing 70% of the long-term care homes in Ontario. Like the system itself, the OLTCA includes a range of ownership models: private operators, non-profit and charitable organizations, and municipally operated homes. Our members provide care and accommodation services to more than 70,000 residents annually.

The OLTCA is looking for a collaborative, systems-level thinker that is able to bridge operational and systemic issues. The ideal candidate is a critical thinker with policy experience working with government and/or with non-profit organizations, and a demonstrated ability to work with a diverse set of partners in the policy development process. The candidate is knowledgeable about Ontario’s health care and long-term care sectors, and enjoys working with a small, dynamic team in a fast-paced, collaborative environment.
As part of the OLTCA policy team, the Senior Policy Advisor will report to the Manager, Policy and Quality, playing a key role in performing policy research and complex analysis; developing policy documents and projects; and supporting member, partner, and stakeholder consultation and engagement efforts.
Policy Research and Analysis
- Proactively monitor policy and legislative developments related to Ontario’s long-term care homes, seniors care and the health system, as well as international trends in seniors’ care
- Research and collect data, evidence, and information from various sources and prepare analytical and/or statistical reports to support policy development
- Undertake, present and apply policy and issue analysis, develop options and make recommendations with supporting documentation
Plan and Develop Policy Documents and Projects
- Apply systems-level thinking to strategically plan for and provide advice on the development of complex policy, position papers and responses to government policy, initiatives and legislation
- As the content lead/subject matter expert for select files, prepare issue notes, policy documents with analysis, presentations, reports, and member-support materials
- Provide input into the development of communication strategies for the dissemination of information to members and stakeholders
- Develop workplans to engage OLTCA committees, members and partners in the policy making process
Member, Partner and Stakeholder Consultation, Outreach and Engagement
- Establish and maintain collaborative relationships with members, partners, stakeholders and government to support policy projects
- Provide support to special projects as required, including policy-related events and OLTCA’s annual conferences
- Consult and engage with OLTCA committees, task forces and members, partners, and stakeholders on OLTCA’s policy projects including reviewing and developing policy, proposals, and submissions through the exchange of information, discussion of issues, and liaising broadly with partners
Qualifications:
Analysis, Policy Development and Technical Knowledge
- You are able to perform research, conduct quantitative and qualitative analysis synthesize and distill complex information into easy-to-understand communications-oriented materials
- You can see and interpret the world through systems, strategy, services, and stories.
- You have an undergraduate degree; a graduate degree is an asset
- You can navigate ambiguity and have a passion for solving complex and challenging issues.
- You understand and have experience with government policy-making processes
- You have passion for and experience with public sector policy, innovation, and change management.
- You have five or more years of experience in policy research, analysis, and development, preferably in government
- You have knowledge of policy evaluation to assess the effectiveness of new/changedpolicies and provide recommendations
- You have good knowledge of Ontario’s health care and long-term care sectors as well as intersections with other seniors care services and social services
Communication, Consultation and Policy Co-Design Skills
- You have strong consultation skills, to exchange information and discuss ideas with members, partners, and stakeholders
- You have superior oral and written communication skills, and excellent presentation skills to effectively communicate information to a variety of audiences, including members, partners and government
- You have the ability to build consensus in the policy co-design process to facilitate mutual agreement for proposed options.
- You have a high degree of tact, discretion and political acuity to handle confidential material and provide strategic support and excellent customer service in response to inquiries from members, partners, government and the general public.
- You are committed to collaboration and teamwork, and eager to work in a dynamic, fast-paced environment while balancing multiple priorities

OTHER DETAILS:
- The candidate should reside in Ontario.
- The main business and operating hours are from 9:00 AM to 5:00 PM but there will be meetings and events that take place before or after business hours. The candidate will be required to participate in select meetings and events that take place before and after normal business hours.
- The OLTCA team is currently working remotely. Candidates must be able to join occasional in-person meetings and events.
