Job Description

The Office of the Sergeant-at-Arms and Corporate Security is currently looking to staff the Senior Officer, Risk Management and Investigations position (ADG-C).

The Senior Officer, Risk Management and Investigations, is accountable for managing a team of senior specialists, leading multi-disciplinary teams or individually conducting complex and sensitive investigations of security incidents, breaches and other occurrences within the Parliamentary Precinct and other House of Commons (HoC) facilities. The incumbent ensures the effective collaboration of partner agencies in matters of situational awareness, intelligence, and corporate security, and for preparing briefings and other highly sensitive reports for senior management authorization and referral to the Clerks Management Group, and other senior officials from across the Parliamentary Precinct.

The incumbent manages the delivery of expert operational security services in the area of threat and risk assessments involving MPs, HoC personnel, assets, facilities and information, proposes appropriate safeguards and security measures, and supports briefings to MPs, HoC Administration senior management and stakeholders. Based on intelligence concerns, the incumbent will manage and coordinate security risk assessments of all travelling committees/delegations as well as review, assess and make security related recommendations pertaining to Use of Parliament Hill requests. The incumbent may be asked to perform the Sergeant-at-Arms (SAA) duties when required, while also overseeing and participating, as needed, in ceremonial functions.

Qualifications

Education:

  • Post-secondary education in a field relating to policing or protective services, as well as certification in investigative methodology, or an equivalent combination of education, training and experience related to the work responsibilities.

Experience:

  • Experience using Microsoft Office (eg. MS Outlook, MS Word, MS Excel, MS PowerPoint).
  • Experience in preparing presentations and communications (advanced);
  • Experience in conducting or reviewing assessments, threats, and risks relating to information, personnel, travel, property and facilities;
  • Experience in writing, or contribution to the drafting of information materials;
  • Experience in participating in the development of policies, processes and standard operating procedures;
  • Extensive and specialized knowledge of techniques, methods and approaches to conduct complex administrative investigations and in the preparation of complex investigation reports;

Assets:

  • Experience delivering presentations, awareness sessions and training to staff and management on the institution’s security and threat prevention.
  • Knowledge of the laws, regulations and policies that affect Parliament and other federal and provincial laws, criminal law and civil law;
