Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Operations (Rapid Transit) division is looking for a Senior Manager, Governance and Controls. This role will provide senior leadership in supporting project management best practices and growing a governance and controls program for the division. Reporting to Director, Governance & Controls, this role will support an inclusive and equitable workplace and a continuous learning culture
The Senior Manager will be responsible for developing and effectively implementing project management and control plans, processes, procedures, and standards to support the business performance of the division.
What will I be doing?
  • Providing direction and expertise to governance and program controls-related activities for assigned projects.
  • Ensuring program controls and governance processes are implemented in accordance with Operations (RT) processes and standards.
  • Providing leadership on implementing management tools, including software applications to enhance efficiency and effectiveness in managing program and project controls in support of projects.
  • Providing leadership in defining, planning, implementing and maintaining governance and program controls plans, process, standards and systems.
  • Providing thought leadership in identifying key areas of concerns and developing processes and tools to enhance project management, governance and project controls.
  • Establishing and effectively leveraging cross-disciplinary relationships within the departmental groups and project leadership teams to facilitate the development and implementation of effective and efficient project management and controls and governance plans, systems, processes and procedures.
  • Providing leadership oversight and direction on program and project controls and governance.
  • Building collaborative relationships with senior organizational leadership and gains trust with stakeholders to foster good relations, gain support, develop resources, drive results, realize project outcomes, manage conflicts, and represent the needs of those stakeholders.
  • Serving as a thought-leader and innovator in project management and controls, and establishing a governance and controls program within the Operations (Rapid Transit) division.
  • Leading the development of presentation materials to a variety of internal and external audiences to engage staff/stakeholders and promote further awareness and buy-in of the governance and controls function.
  • Cultivating a culture of governance and program controls best practices, heightened awareness and the utilization of advanced methods to govern, assess, monitor and manage projects
  • Effectively leading a team of subject matter experts in applying principles of project management and controls, including cost control, planning/scheduling, estimating, document management, risk assessment, contract administration, approvals coordination, report development and business system integration
  • Successfully managing the relationships and quality control of the governance and controls program.
  • Leading/participating in senior management team meetings to represent the Governance & Controls team.
  • Effectively communicating concerns, complexities, general governance and project management and controls information and other considerations to varied audiences including clients, departmental management, engineering, project and construction management, project teams and other stakeholders.
  • Resolving issues and ensure consistency in governance approach and data compatibility between the program control deliverables.
  • Participating in lessons learned and process improvement work for Operations (RT) as it relates to governance and program controls.
  • Developing an in-depth understanding of business processes, responsibilities, regulatory requirements, and interdependencies within Metrolinx.
  • Engaging leaders in frequent quality discussions and identification and implementation of consistent and effective approaches to governance and project management and controls.
What Skills and Qualifications Do I Need?
  • Interpersonal and oral/written/presentation skills to develop and review reports for presentation to senior management audiences and to clearly articulate issues and make recommendations to all levels of management, based on findings and discussions with key stakeholders.
  • Thought leader and creative thinker in project management and program controls with the ability to create new methodologies and approaches.
  • Leadership skills that foster an inclusive, engaged, high-performing work environment.
  • Minimum ten (10) years in program controls, project management and/or policy development.
  • Advanced experience-based knowledge of program controls principles, methodologies and tools, and governance principles to provide recommendations to strategically enhance program controls activities.
  • Completion of a degree in engineering, construction management, program controls, project management, risk management, business, finance or related discipline – or a combination of education, training and experience deemed equivalent.
  • Conceptual thinking to translate complex concepts into executable plans, programs, policies and standards and to align program controls function with business objectives.
  • Leadership and influencing skills to gain the commitment of senior management and a broad spectrum of critical key partners and stakeholders to adopt sound, objective-based risk management practices to achieve strategic objectives and minimize liability.
  • Analytical and problem-solving skills to identify deficiencies and recommend required remediation or improvements; leverage policy planning and development principles and methods to support program controls and systems and identify business risks and gaps.
