We are seeking a highly experienced Senior Information Technology Program Manager with over 10 years of experience in a similar capacity. The ideal candidate will have a proven track record of leading complex organizational transformations, managing multiple concurrent IT projects, and establishing IT governance committees. The candidate will be responsible for overseeing the development and update of IT strategies and roadmaps, while maintaining awareness of technology trends to identify opportunities for innovation.
Our public Client is embarking on a comprehensive, multi-year, IT Transformation Program to further enhance and expand the provision of its public services as well as to achieve greater operational efficiencies. Recently, it developed, with the assistance of external experts, a comprehensive IT strategy, which laid out a significant roadmap of transformational activity. Our client intends to put into place a Program Transformation Office (PTO) and a Technology Transformation Office (TTO) as key elements of the transformation program’s governance structure, with both entities reporting to the IT Program Manager.
Key Responsibilities:
Set up a Program Transformation Office working with CFO and other consultants to develop and deliver a procurement strategy to establish a Program Transformation Office.
Manage all program governance activities to ensure appropriate oversight of the various project
Establish, prepare terms of reference and chair an IT Governance Committee to ensure the IT Transformation Program is on schedule, within budget, and issues are managed in a timely manner.
Establish the Project Management Methodology for IT project delivery including Program and Project Charters; and Project Management practices.
Lead complex organizational transformations, including the development and implementation of change management models and communication strategies.
Oversee the management of multiple concurrent IT projects, ensuring each project stays on schedule, within budget, delivers the agreed-upon scope, and risks are mitigated.
Facilitate strategic planning and risk management workshops with internal staff, business partners, and other stakeholders as needed.
Establish and manage large and complex IT projects and sustainment vendor agreements, ensuring seamless collaboration and delivery.
Lead the development and update of new or current IT strategies and roadmaps, aligning them with the organization's objectives.
Maintain awareness of technology trends and identify opportunities that can bring innovation to the services provided by the organization.

Key Deliverables:
Set up a Program Transformation Office: Collaborate with the Chief Financial Officer and other consultants to develop and deliver a procurement strategy to establish a Program Transformation Office (PTO).
Program Governance: Manage all program governance activities to ensure appropriate oversight of the various projects, including restarting the client’s IT Governance Committee, preparing Terms of Reference, and providing updates or reports to the Board of Directors or Finance Committee as requested.
Project Delivery: Confirm and update the Project Management Methodology, establish Program and Project Charters, and implement project management practices for scope management, schedule adherence, cost control, risk management, decision support, change management, stakeholder management, and benefits realization.
Advance IT Transformation Program: Focus on business needs and collaborate with key stakeholders to validate, refine, initiate, and lead initiatives identified in the client’s IT Program.
Onboard and Manage Resources: Work with technology leads, product managers, project managers, and resource managers to assess technical dependencies and skills required to deliver the work, secure resources and contracted agencies, and ensure vendor performance in collaboration with Finance and the contract management consultant.
Assess Capability Gaps: Identify and document gaps between current capabilities and desired outcomes, learn current capabilities from both a business and technology perspective, and conduct gap analysis when applicable.
Project Charters: Support the creation of strong, compelling, and accurate Project Charters to justify the release of capital funding and substantiate return on investment, including strategic alignment, risks, problem/opportunity statements, objectives/goals, benefits, and project risks.
Organizational Change Management (OCM): Lead transformation activities, facilitate workshops, brainstorming sessions, and meetings, deliver informative and well-organized presentations, and develop and execute OCM plans and strategies.
Fiscal Management: Assess Minimal Viable Product (MVP) options for reducing financial risk and achieving early benefits within the program, track and provide updates on the client’s IT Transformation Program's capital budget to the IT Governance Committee, and collaborate with Finance to provide monthly cashflow forecasts of project and program activities.

Qualifications:
A bachelor's degree in Computer Science, Information Systems, or a related field; a master's degree is preferred.
Over 10 years of experience in a senior IT program management role, with a proven track record of leading large-scale organizational transformations and IT projects.
Strong experience in IT governance, risk management, and change management.
Excellent communication, negotiation, and stakeholder management skills.
Ability to think strategically and execute tactically.
Experience in managing vendor relationships and negotiating contracts.
In-depth knowledge of IT practices, including business relationship management, IT security, enterprise architecture, program and project delivery, and data governance.
