Funding Unit is part of OH Health System Performance and Accountability Portfolio (HSPA). HSPA has a mandate of enabling the Ontario healthcare system to provide high-quality, equitable care, and Funding Unit contributes to this mandate by development and implementation of funding policy and innovative funding models, aimed at leveraging funding to align with overall program goals and to drive value and performance in the system. Funding Unit is represented by a close collaboration of three interdependent teams, Modelling & Development, Operations, and Case Costing. Each of these teams is led by a manager.


Reporting to the Manager of Case Costing, the Project Manager of Case Costing will work in a dynamic environment and is responsible for supporting the Case Costing Team to deliver CC supports, benchmark reporting/analysis and best practices solutions to all Ontario Health (OH) Regions with Ontario Case Costing (OCC) facilities, various OH programs, stakeholders, existing and potential new Case Costing Facilities.


Working closely with the Manager, the Project Manager will work with various teams within the Agency and with its partners to ensure the timely, efficient and quality delivery of Ontario Health products. The Project Manager will have in depth knowledge of case costing to be able to work independently to assist in identifying risks and potential issues that may delay or compromise the project; provide actionable resolutions and present to their Manager. They will assist in the development of an Ontario Case Costing Centre of Excellence (COE) which will be leveraged to support the education and use of CC data by facilities and apply best practices which align with Ministry set Standards and Data Quality Audits. This position will support the annual case cost data submissions for over 70 facilities but will be primarily focused on supporting/leading a provincial initiative to recruit for 20 additional case cost facilities across new sectors (with a focus on community and mental health services) in the next 5 years to enhance the current Provincial case cost data.


Assignments may include managing a single large scale complex project or multiple smaller to medium scale projects.


The Project Manager typically is an individual contributor that leads a work package/project/program/operational initiative and ensures deliverables are executed within scope, timelines and budget.

Key Responsibilities


Specific Accountabilities

  • Working in a fast-paced environment with multiple and changing priorities, the Project Manager of Case Costing will be supporting the planning, coordination of, and delivery of multiple complex OCC projects based on high quality standards and within specified timelines. This will be accomplished by:
  • Mitigation of risks identified
  • Data support (e.g. milestone reviews, data use, quality/activity reporting)
  • Leverage best practices in case costing
  • Ensure that continuous quality improvement initiatives are incorporated into day-to-day activities
  • Co-leading/leading meetings representing the Manager of Case Costing
  • Supporting the development of a Centre of Excellence for Ontario Case Costing Initiative
  • Attend meetings and interact with stakeholders to explain complex ideas and concepts as well as ability to gain consensus
  • Cultivating stakeholder relationships and maintaining a strong collaborative working style will be critical success factors to this role.
  • Co-lead/lead and/or participate in various committees to support OCC work
  • Monitoring and working with stakeholders to continuously improve data quality and enhance current data standards
  • Identifying appropriate subjects for facility engagement as a mitigation for potential risks
  • Provide ongoing support and effective oversight of the OCC initiative, including:
  • Coordinating Stakeholder engagement to ensure Data Quality, Benchmarking, Audit Reports are available to meet analytic needs and reviewed for improvements to the current system.
  • Establishing outstanding working relationship and collaboration with team members and staff from different departments and external stakeholders and the Ministry.
  • Effective maintenance of existing case costing facilities and the implementation of new facilities to utilize case costing
  • Data quality (e.g. adherence to standards and Ministry recommendations, data quality reviews)
  • Partner with other areas of OH to provide technical support (e.g. hardware/software, database administration, data submission follow-ups)
  • Providing support to the Case Costing team and the OCC initiative by having subject matter expertise
  • Support the Manager as a subject matter expert to OH business units, clinical teams, and external partners regarding case costing by:
  • Identify risks and provide actionable resolutions,
  • Have highly organized, detail-oriented and have excellent engagement and planning skills.
  • Having the ability to work independently to:


General Accountabilities

  • Organize and lead project team meetings
  • Responsible for managing working relationship with vendors and delivery partners as required
  • Follow the Agency’s methodologies and provide feedback for continuous improvement
  • Develop project charters, project plans and other project artifacts as required
  • Accountable for on time, on budget completion of assigned projects following the Agency’s project governance framework and project management methodology
  • Ensure effective project change control including managing IT RFCs and deployments to the various environments
  • Responsible for resource management, scope management, budget and schedule management for the assigned projects
  • Manage transition of the product/project/work package to an operational environment
  • Ensure project reporting and forecasting is timely, accurate and appropriate for the various stakeholders
  • Maintain sound working relationship and effective communication with project stakeholder and team
  • Provide financial forecasts, actual against budget tracking and report progress to stakeholders where applicable
  • Proactively manage risks, and systematically resolve or escalate issues
  • Adhering to and promoting Ontario Health policies and standards, including privacy, security and architecture


Here is what you will need to be successful:


Education and Experience


Education

  • Bachelor’s degree and/or experience in Healthcare Informatics, Health Administration, or similar discipline required. Master’s preferred.
  • Project Management Professional (PMP) or actively working towards a designation or direct project management experience is preferred


Knowledge & Skills

  • Sound knowledge of finance and project cost-accounting principles and practices with demonstrated experience with managing project budgets
  • Well-developed analytical and dispute resolution skills
  • Demonstrated know-how to get projects delivered under challenging circumstances
  • Program and Portfolio management knowledge an asset
  • Experience with Ontario hospital implementations for case costing
  • Experience with and knowledge of Microsoft Office tools, Microsoft Project and Microsoft Project Server
  • Technical knowledge/expertise is an asset
  • An ability to build strong relationships with clients
  • Experience with Ontario case costing concepts, standards, audits and applications
  • Strong political acuity, superior leadership and communication skills
  • Experience with I&IT projects, including promotion of applications and services through different environments is an asset
  • Strong working knowledge of the Project Management LifeCycle and Software Development LifeCycle


Experience

  • Experience in managing delivery teams of various sizes and scope (may include staff, consultants, vendors)
  • Experience managing and coordinating projects across a diverse set of senior level stakeholders: monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems, and provides project effectiveness
  • Minimum 5-8 years of related experience in Healthcare, including experience coordinating or managing case costing projects and submissions, knowledge and use of the CIHI datasets Delivering complex IT solutions in a highly integrated, technical, health care organization
