Job Description
POSITION PURPOSE:

Reporting to the Project Manager, Capital Delivery, is responsible for providing technical expertise in the planning, implementation and contract management of capital improvement, renovation and rehabilitation projects; preparing various documents; inspecting and monitoring projects; preparing communications and reports; and monitoring the performance of consultants and contractors.

 


MAJOR RESPONSIBILITIES


  • Prepares detailed estimates of project costs and participates in the preparation of the annual budget.
  • Participates in the public tender process for necessary consultants, contractors and other external resources for assigned capital projects. 
  • Assists with developing training materials and manuals that include processes and procedures related to the design and construction of capital projects. 
  • Assesses overall building condition and prepares reports for management to communicate deficiencies and expectations.
  • Acts as the Region’s lead on managing capital projects and contracts for Regional properties, as assigned.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.
  • Responds to inquiries and resolves concerns, as appropriate.
  • Sources Requests for Quotes for the services and the resources that are necessary to successfully implement assigned capital projects.
  • Participates in operational reviews to ensure compliance with the technical directives.  
  • Monitors performance of consultants and contractors through regular inspections of capital projects, ensuring compliance with contract documents, legislation and Regional policies. 
  • Obtains input and requirements from other Regional Departments and Branches for the design of the assigned Regional capital renovation projects.

 
QUALIFICATIONS


  • Knowledge of building construction and maintenance administration, including building elements and systems in a variety of buildings.
  • Minimum three (3) years related experience in building rehabilitation/renovation maintenance for a variety of buildings, involving the development of designs, plans and specifications and contract administration.   
  • Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
  • Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self management and accountability and flexibility/adaptability.
  • Knowledge of the theory, principles and practices related to residential building design, construction and maintenance related to structural, architectural and engineering disciplines.
  • Satisfactory Police Vulnerable Sector Checks (PVSC).
  • Successful completion of a Community College Diploma in Architectural or Engineering Sciences or approved equivalent combination of education and experience. 
  • Knowledge of applicable Federal and Provincial Building Codes, the Construction Act, Municipal By-laws and the Occupational Health and Safety Act.
