Overview of the Role
IMTT-NTL Ltd., operator of Newfoundland Transshipment Terminal, is a state-of-the-art, 3-million-barrel crude oil storage / transshipment facility located in Whiffen Head, Newfoundland and Labrador, that seeks to deliver operational excellence and exceptional customer service by providing safe, environmentally responsible, reliable, and cost-effective crude oil transshipment services.
Reporting to the Terminal Manager, the Operations Manager is responsible for coordinating all operating activities related to the discharge, storage and loading of crude oil at the Whiffen Head Terminal.
As a key member of the terminal management team, the Operations Manager will spend their time ensuring proper allocation and scheduling of resources to effectively conduct operations, provide training, management, and oversight to operating staff, and ensure all operations activities are conducted according to approved polices and procedures, especially as they relate to health and safety. They will also be responsible for developing and managing the terminal’s operations budget.

Main Duties and Responsibilities
Safety, Health, and Environmental
- In coordination with Management, ensure all terminal activities comply with government regulations and permits issued for the terminal.
- Implement the Control of Work permit system for the terminal as per the Terminal’s procedures.
- Ensure operations staff conduct their activities in a safe, environmentally responsible, and professional manner in accordance with approved policies and procedures.
Operations Management
- Be a key member of the terminal incident response management team. This includes, but is not limited to, acting as the Person in Charge of the terminal in an incident.
- Implement and oversee the operating preventive maintenance (PM’s) tasks performed by operational staff.
- Develop and maintain relevant policies and procedures required to conduct all operating activities in the terminal.
- Liaise with the management team in prioritizing work for essential operating activities which includes but is not limited to participating in work order review meetings.
- Coordinate operating activities to ensure all activities are completed in a safe and efficient manner.
- Coordinate tank storage and marine berthing activities to discharge, store, and load crude oil in a safe and effective manner.
- Ensure operational staff are competent in providing accurate measurement data and associated reports (as per the Terminal’s policies and procedures) to Inventory Control to support timely Bills of Lading for customers.
- Oversee the competency assurance program for operating personnel as per Terminal policy.
Management and Human Resources
- Work effectively with the terminal management team to accomplish company priorities and goals in a safe and effective manner.
- Other duties as assigned.
- Supervise, set expectations, and conduct annual performance reviews of the operating staff.
- Participate in recruitment and training of new operating staff.
- Develop, manage, and report on the annual operations budget for the terminal.
- Liaise with outside terminal stakeholders in a professional, responsible, and positive manner to resolve issues and promote and maintain the image of the company in the community.
Ideal Candidate
- The ability to read and review plant technical documents including P&Ids, process flow diagrams, and equipment specifications.
- A positive leadership style that respects subordinates and focuses on treating all employees in a fair & consistent manner.
- Strong written and oral communication skills with exceptional attention to detail.
- Bachelor’s degree in engineering or technology diploma (mechanical, civil, electrical, instrumentation, etc.) from a recognized college/university or equivalent experience and training.
- At least five years of supervisory experience in an industrial hydrocarbon facility with responsibility for work permits and operating personnel.
- 15+ years of progressively more responsibility in a hydrocarbon operation. This could be an oil / products terminal, gas plant, refinery, offshore production facility or equivalent.
- Ability to develop and maintain strong, positive, and respectful stakeholder relationships.
- Proficiency in the use of the Microsoft Office suite of products.
- A solid understanding of safe work practices in a hydrocarbon facility including marine operations with large tankers. A good understanding of the International Safety Guide for Oil Tankers and Terminals (“ISGOTT”) and OCIMF’s Marine Terminal and Management Self-Assessment (“MTMSA”) process.
- Knowledge of inventory control management, inventory measurement techniques, and an understanding of API standards for crude oil measurement.
- Solid communication skills with the ability to deal with fellow employees, shareholders, customers, and outside stakeholders in a positive respectful manner.
- Demonstrated experience working with distributed process control systems and control computer systems.
- Proven experience, understanding, and training in leading incident response activities related to fire, oil spill, and gas release, etc.
Other Requirements
- The incumbent is required to participate in the on-call Duty Manager rotation.
- The incumbent is required to abide by the company substance abuse policy. The position is deemed by the company as “safety sensitive”.
- The incumbent must be physically fit to work in an industrial facility and to handle incident response duties.
