General Accountabilities
  • Evaluate vendor's quotation with the purchasing group and users to ensure the Company is receiving a safe product or service at a fair price and issue any necessary instruction notices to cover changes to the original purchase order.
  • Assist new vendors in carrying out T&WE procedures on quoted and awarded purchases.
  • Develop and maintain a requisition processing system to track users# requests from receipt of request to delivery of the product to the end user.
  • Negotiate with manufacturers on details of requirements such as, amendments to closing out dates, delivery details, prototypes, quality of work, substitutions, installation details, special materials and warranties.
  • Provide a tracking system to monitor cost center changes and Pool Scheduling.
  • Perform field investigations of technical problems related to design and technical features of equipment.
  • Arrange to have equipment delivered and returned from the Pool and External Suppliers.
  • Prepare specifications for new equipment and attachments in accordance with users' requirements and other interested lines as staff groups.
  • Solicit quotations from vendor(s), through the purchasing group for budget approval in order to address changes required by the end user at pre-production meetings or during build process.
  • Evaluate the relative merits of rebuilding or replacing equipment from an engineering perspective, as repairs become necessary.
  • Analyze and interpret various regulations as they relate to equipment involved; such as, Canada Motor Vehicle Safety Standards, Ontario Health and Safety Act, Canadian Standards Association, American National Standards Institute, Gasoline Handling Act, Energy Act (Propane), Highway Traffic Act, Off-Highway Vehicles Act, Ontario Electrical Codes, Society of Automotive Engineers.
  • Attend manufacturers' equipment demonstrations in order to maintain equipment specifications up-to-date.
  • Arrange to rent or purchase from external suppliers, if the equipment is not within the Pool.
  • Refer cases where agreement cannot be reached to Supervisor for decision on further action.
  • Prepare, review & monitor service level agreements in relationship to cost recovery & customer expectations which have been agreed to in these SLA.
  • Ensure that the existing specifications and drawings address end users' requirements, obtain approvals (from signing authority) and forward to Supply Management Services for tendering.
  • Investigate equipment warranty claims where field users have been unable to obtain satisfaction.
  • Refuse acceptance when there is any deviation from requirements and follow-up with manufacturer until acceptable product is assured.
  • Schedule equipment to meet the using groups# demands, from the Pool.
  • Perform other duties as required.
  • Attend pre-production meetings with vendors.
  • Notify Maintenance staff of any equipment coming into their areas and assist with any problems with External Suppliers.
  • Submit recommendations to Supervisor for approval. Follow up and exchange information with the user, the manufacturer and other groups in the Company.
  • Arrange with the using groups to have introductions done on Pooled and External equipment by staff or the supplier.
  • Evaluate tenders and set up additional orders, complete with requisition and various equipment options, to suit individual requests after clarification with Fleet Primes/end user.
  • Maintain and update Passport, as required. Carry out expediting; provide regular reports to the Supervisor and input updated information into the T&WE Delivery Status system. Arrange for the production and distribution of system reports.
  • Maintain and update Fleet technical documentation; Incorporate OEM technical bulletins into equipment manuals, where applicable.
  • Advise field personnel about repair or modifications or coordinate with other groups, as appropriate.
  • Determine if a standard specification will fill the need, discuss with Fleet Prime(s) and field users, attempting to influence them towards a suitable standard where possible Integrate the request into the requisition plan and determine target dates for various activities.
  • Work with the LOB's to set workloads to accommodate current equipment availability with manpower over the year.
  • Obtain a settlement with local vendor, manufacturer, where premature failure appears to be result of a defect.
  • Coordinate design and development of equipment with supply groups and manufacturers based on user requirements where commercial types are not readily available.
  • Prepare Technical Bulletins, Standards and Procedures, Fleet Alerts and make presentations when required.
  • Design and develop modifications to equipment, as assigned, to meet Company requirements, consulting with functional groups and comment on proposed designs, relevant costs and their ability to do the work.
  • Ensure all external rented equipment meets all Federal, Provincial and Company standards.
  • Write necessary requisitions including cost estimates and assemble a package consisting of the requisition, specifications and drawings, etc.
  • Make sure that rental equipment is set up in Passport.
  • Setup and develop a Pooling System to obtain maximum utilization of the LOB fleet.
  • Follow up the instruction notice with the buyer in order to confirm that the purchase order has been appropriately adjusted thereby ensuring prompt payment to the vendor.
  • Monitor those key events and when slippage occurs, take action by liaising with the vendor to bring the request back on schedule, or agree on a new schedule and advise the end user.
  • Submit specifications for Supervisor's approval.
  • Control receipting of on-highway and off-road equipment and major repair invoices.
  • Create and run all reports required by LOB's. Maintain and update computerized Pooling system.
  • Prepare and process T&WE requests, showing details of equipment and date required.
  • Set up and run a system with the LOB Schedulers to coordinate the Preventative Maintenance, Equipment Inspections and supply alternate equipment when necessary.
  • Include all key events, which must be met in order to meet the delivery date.
  • Investigate unpaid invoices and warranty claims. Advise on local invoice purchases.
  • Work with Finance to set up new Class Codes and Rental rates for External Equipment.
  • Perform the necessary engineering design calculations, drawings and sketches, choosing suitable materials and components. Monitor progress of work.
  • Prioritize requests of workload, delivery lead times, availability of rentals, etc.
  • Inspect new equipment prior to acceptance for delivery. Visit manufacturers' premises to ensure that specifications have been met, when required.
Education
Selection Criteria:
  • Requires a knowledge of mathematics to perform engineering design calculations and to evaluate tenders in order to make effective recommendations to purchase equipment.
  • Requires a knowledge of data processing techniques and computer applications to produce reports.
  • Requires a knowledge of mechanical technology involving equipment mechanics, machine design related to the application and performance capabilities of various equipment.
  • Requires a knowledge of English to initiate requisitions, to prepare memoranda and to discuss materials and equipment with others.
  • This knowledge is considered to be normally acquired either through the successful completion of Grade XII in a Secondary, Commercial or Technical School plus a three-year course of concentrated study in the appropriate subjects obtained in the Province of Ontario from a College of Applied Arts and Technology, Polytechnical Institute or Community College or by having the equivalent level of education.
Experience
  • Requires experience to be familiar with the various material and external contacts from suppliers, tenders, requisitioners, to external machine and welding shops.
  • A period of over six years, up to and including eight years, is considered necessary to gain this experience.
  • Requires experience in assessing and projecting costs, in reading and interpreting specifications and professional drawings, in preparing tendering documents, quality assurance standards, recommending acceptable substitutions and stipulating inspection requirements.
  • Requires experience with information databases for the retrieval and inputting of data.
  • Requires experience with basic procurement procedures and practices, relating to tender evaluation, expediting, multi-step follow-up systems, delivery date alterations, warranties, record maintenance etc.
  • Requires experience with heavy transport and work equipment to understand industrial processes and the designing, manufacturing and testing of equipment.
