Job Description
Are you an engineer who’s passionate about capital renewal planning? You could be part of the team that works to integrate policies and strategies, results of public engagement, and lifecycle renewal requirements to advance a $300M portfolio of capital infrastructure projects through the initiation, planning and design phases.
As a member of the Infrastructure Planning and Design you will connect with business partners, the community and other stakeholders in the project development to determine scope, schedule and budget before transitioning projects to their next phases and towards successful delivery. You will have a leading role in the management of renewal projects and programs from their initiation and throughout the concept and preliminary design phases, with a strong focus on integrating the City’s Climate Resilience policies and objectives across our renewal portfolio.
The Engineering Project Manager has the authority and competence to lead the project and make operational decisions. This includes leading staff who report in other areas and the ability to make budget and schedule decisions within a delegated scope of authority. This position is accountable for the successful delivery of the assigned projects. This includes ownership of every deliverable, objective and outcome of the project; exercising influence, utilizing collaboration, mediating issues and focusing on problem solving.
In Your New Role, You Will Be Involved With
Project Management and Execution
  • Review and prepare scope statements, cost estimates, feasibility studies, master plans, functional programs and design reports, drawings and specifications, as well as operation and maintenance reports and manuals
  • Manage, monitor and report project milestones through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality
  • Define the project goals, objectives and planned deliverables in order to fulfil the requirements of the Project Owners and Project Sponsors
  • Manage the initiation, planning & design and/or delivery for infrastructure projects including operational/strategic initiatives, resource and financial management
  • Perform all activities related to thorough risk management for all projects
Public and Stakeholder Management
  • Develop and implement communication plans, in collaboration with C&E
  • Develop and steward relationships that support the success of the projects
  • Develop and implement robust public/stakeholder engagement processes and activities, working in collaboration with Communications & Engagement (C&E)
  • Respond and/or manage response to all project inquiries in accordance with the process
  • Chair and/or participate in liaison and steering committee meetings, site meetings and other project related meetings
  • Manage successful stakeholder relationships with Facility Operators, Engineering Services and Maintenance Services, Real Estate and other internal/external Business Partners
Engineering
  • Oversee or perform in-field design and/or re-design to address unforeseen issues by using expert knowledge
  • Apply technical expertise to anticipate, identify and resolve issues that may impact the project
  • Review and approve, as required, the design and delivery of work performed by engineering consultants
  • Develop or ensure appropriate specifications and standards are developed and/or used based on expert technical expertise and management of engineering specialists
Safety Management
  • Ensure the project abides by any applicable City of Edmonton Occupational Health and Safety Standards and Guidelines.
Leadership
  • Strong project management skills including an understanding of project management methods and techniques (PMBOK best practices)
  • Applicants may be tested
  • Bachelor's Degree in a related field of Engineering such as civil, electrical or mechanical engineering
  • Lead, establish and exemplify the desired culture throughout the project teams that supports the Vision and Mission as well as the Corporate Leadership Principles
  • Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
  • Ability and willingness to delegate and empower others
  • Strong verbal and written communication skills, including report writing and presenting
  • Lead multi-disciplinary teams consisting of consultants, contractors, clients and stakeholders
  • Ensure team members are empowered, have the competencies, and are well equipped to perform their roles
  • Establish, demonstrate and hold others accountable to the values of the Department, Branch, Section and Unit
  • Demonstrated experience leading multi-disciplinary teams in the delivery of projects
  • Experience managing and working with external consultants
  • Membership with APEGA as a Professional Engineer (P. Eng.) is required
  • Experience developing and implementing public engagement processes
  • Proven planning, organizational and problem solving skills

  • Engage and support staff in developing action plans to enhance communication, solve problems creatively, promote integration and support excellence
  • Experience and technical skills in developing and managing infrastructure climate resilience measures and adaptations, including facility energy retrofit projects is highly desirable and will be considered a strong asset
  • Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)

  • Hire is dependent upon a Police Information Check satisfactory to the City of Edmonton
  • Strong technical skills in construction processes related to architectural, civil, structural, mechanical, electrical, and/or landscaping disciplines
  • Minimum of 4 years experience in engineering and project management
  • Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
