Director of Construction

Horizon Legacy’s mission is to revolutionize construction through robotics and automation. They are creating the first construction automation lab in Canada, building the first and largest 3D printed neighborhood in Canada, and pioneering the use of robots on the construction site.


Horizon Legacy is looking for an exceptional candidate to take on the role of Director of Construction and eventually lead our development and construction unit for this exciting new field in construction automation.

Since the 1950s, Horizon Legacy Group has been a developer, owner and operator of large scale infrastructure projects including 6 million sq feet of commercial and residential real estate. They were also pioneers in building renewable energy projects in wind, waterpower and solar spanning across Canada and the US.

Ideal Candidate

Must haves

  • Experience negotiating construction contracts at least $50M in value
  • Canadian experience in ICI or Residential High Rise Construction
  • Experience from green field to commissioning of projects including on site construction management
  • At least 5-7 years experience in construction, with the majority of time spent working for a developer or contractor


This position would be ideally suited for someone with the following qualities:

  • Interest, enthusiasm, or experience in the field of robotics, construction, architecture, civil and mechanical engineering, urban planning, art, architectural design
  • A network of contacts and good relationships with the trades community for mid-rise residential
  • Is a self-starter, creative, persistent, and embraces innovation and new ways of doing things
  • Excited about pioneering automation in the construction industry
  • Experience with value engineering or cost estimating
  • Feels comfortable with uncertainty, change, ambiguity, trial and error
  • Demonstrated ability to deliver projects on time and on budget


Responsibilities

The following are possible activities the candidate is expected to carry out as part of the work:


1.1 Project Management

  • Identify costs and budgets and present these for approval
  • Interact with the various suppliers, architect, engineers, consultants, contractors and building officials.
  • Provide general oversight of the projects and coordination and tracking of progress against the project baseline schedules and budgets.
  • Provide, review and approve invoices (progress draws) and verify compliance to contracts, schedule and progress.
  • Manage multidisciplinary project integration: the project must ensure that the design and engineering performed by a number of engineers around the world do not have gaps or include incorrect assumptions and that they converge on a single solution. Through the review of submittals you will ensure compliance to specifications and designs and work to avoid and delays in information transfers.
  • Provide regular budget reviews and updates
  • As the project progresses any gaps in the contract documents or new requirements will have to be addressed. You will maintain a change/claims register to identify, evaluate and recommend disposition.
  • Develop baseline schedules and track and update based on information provided by the various project participants. You will review the updates and address concerns with risks and construction methods.


1.2 Research and Development

  • Develop, test, improve new automation technology, equipment
  • Work with digital architects, robot engineers, technicians, field engineers, customer
  • Manage on site field testing, receive customer feedback
  • Act as a liaison with general contractors, subcontractors
  • Work closely with Research and Development unit to develop new construction processes


1.3 Risk Management

  • Working closely with the execution team, you will maintain the project risk register and update it monthly to reflect risks that have disappeared and include new ones. The result will focus the efforts to team efforts to mitigate these risks and provide input into the sufficiency of the remaining project contingencies


1.4 Document control

  • The project will require a common process by which all Vendors submit documents for review or information and track this to ensure the reviews are completed in a timely manner.
  • You will set up and manage a Sharepoint site or equivalent system for file sharing and to track submittals and transmittals. Track exchanges to ensure timely responses and resolution of drawing reviews. As-built drawings will be assembled at the end of the projects.


1.5 RFI Management

  • The project will need a common procedure by which Vendors submit their Requests for Information. The process needs to distribute each RFI to the proper people and track that the responses are completed.
  • You will collect and track the various Requests for Information forward them to the appropriate party for response and ensure timely responses. You will track the RFIs for the record and track open items.


1.6 Procurement

  • You will review the progress of procurement activities to determine any schedule and methods risk to the project.


1.7 Off Site Quality Management

  • This mainly involves the monitoring of the quality work and supplied equipment. You will review all inspections and test plans with the consultants and will make recommendations to the Company on the level of control that is required. This includes the identification and resolution of any non-conformances that may arise.


1.8 On Site Quality Management

  • Expert may be on site to ensure the compliance of the construction activities to their design and specifications. All non-conformances and deficiencies would be identified and raised to the appropriate level for resolution. Findings and progress assessments would be included in the weekly meetings.


1.9 Permits and Approvals

  • You will maintain a copy of all permits on SharePoint and keep the register up to date and monitor that the permit conditions are met during construction.
  • You will coordinate with the permits and approvals and monitor compliance with the permits and prepare those that are not currently being addressed.
  • There are three main activities required as part of this work. First is to secure permits and approvals required for construction. Second is to follow up to ensure that contractors have secured their permits and approvals and copies of those have been submitted to the Company. Lastly, those required that will have to be secured for occupation.
  • You will complete and monitor a Permit Register to confirm the list and establish the current status of each.


2.0 Project Controls

  • The main project participants will agree on a series of regular update meetings to track progress and discuss issues as they arise. You will maintain an Action Tracking log that would be updated with each meeting. Weekly update meetings are foreseen and site visits as required.


2.1 Commissioning Management

  • For projects there is value in keeping the documentation simple but it must be complete. You will ensure that all documentation to close out the projects have been assembled. This includes as-built documents and close out of permits.
  • You will ensure that all final deficiencies and warranty issues are addressed.


Resources

The candidate will be expected to commute to and work in our lab located in the GTA. The candidate will also be expected to work on construction sites outside of the GTA but limited to southern Ontario as needed starting in 2024. Horizon will cover the cost of transport and housing for these projects.
