Job Summary


Permit Approvals is responsible for planning, organizing, directing and controlling all building permit review and approval activities, as well as the efficient and timely review and approval of other municipal permit applications.


You are responsible for the delivery of accurate and up-to-date technical information and advice with respect to written, telephone and in-person requests for information about the City of Ottawa’s Official Plan and Amendments, Subdivision and Condominium procedures, site plan and consent/variance applications, Zoning By-law and other related by-laws, statutes and enabling legislation.


You are required to provide technical information and appropriate referrals with respect to the overall approval processes involved in the creation and development of lands. You are the primary initial contact with the city for a wide variety of clients regarding planning and development matters.


Education And Experience


Completion of 3 year community college diploma or university degree in Construction, Public Administration, Urban Planning or Law


Minimum of 2 years of experience working with land use developmental by-laws at the level of responsibility covered in the job description


KNOWLEDGE


Expert technical knowledge of the following:


  • Trees and Road Cut By-law
  • Sections of the Planning Act, the City of Ottawa Act, and the Municipal Act relating to planning and development matters
  • Site Plan Control By-law as amended
  • Development approval procedures and practices
  • Official Plans and amendments (including Secondary Plans and Policies)
  • Cash-in-lieu of Parking By-laws and associated agreement
  • Committee of Adjustment By-law
  • General knowledge of human resources policies and procedures
  • Demonstrated knowledge of all documents and regulations outlined in Annex A
  • Redevelopment Charges By-laws
  • Demolition Control By-laws and associated agreements
  • Zoning By-laws
  • Two percent and five percent Cash-in-Lieu of Parkland By-laws
  • Parts IV and V of the Ontario Heritage Act
  • General knowledge of the following:
  • Site Plan Control Agreements and Letters of Understanding
  • Provincial planning policies and guidelines
  • Condominium Agreements
  • Part-lot Control By-law
  • Ontario Planning, Condominium and Municipal Acts and associated regulations
  • Municipal Environmental Evaluation Process and the Municipal Environmental Evaluation Review
  • All Fee Schedules and Application forms for planning and development approval processes
