Located along the beautiful shores of Lake Ontario, conveniently placed along the 401 corridors between Toronto and Ottawa, the Municipality of Brighton is a lower tier municipality in the County of Northumberland with a population of over 12,000 people, increasing steadily due to its beautiful waterfront and small-town appeal.
We are currently accepting applications for the position of Wastewater Supervisor. Reporting to the Director, Public Works and Infrastructure, the Wastewater Supervisor schedules, supervises, and directs the day-to-day activities of the wastewater department and personnel and ensures that work is completed in accordance with approved provincial regulations, standards, and corporate policies.The Wastewater Supervisor is also responsible for the maintenance of the wastewater (sanitary and stormwater) treatment facilities, pumping stations, and collection systems.
Responsibilities:
- Promotes a safe working environment and ensures staff and contractors follow applicable legislation/regulations at all times
- Inspects newly installed or repaired sanitary sewer services, assists in repairs or replacement of existing systems and evaluates existing systems for capacity
- Responsible for departmental budgeting, RFP’s and tenders
- Ensures that operators maintain daily operations logbooks in accordance with MECP regulations and established municipal policies
- Raises awareness regarding the impact of emerging wastewater-related issues
- Responsible for daily inspection of system operations and informs Director immediately regarding any unusual situations, conditions, or any test results not in compliance with operating regulations
- Supervises and manages the day-to-day activities of wastewater department staff
- Attends and provides comments/input at various meetings, such as Development Review Team; occasional attendance required at Council meetings, at the direction of the Director
- Ensures compliance with Environment Canada and the Ministry of Environment, Conservation and Parks (MECP) standards, regulations, and Certificates of Approval for wastewater treatment, collection systems, and stormwater facilities
- Responsible for internal and external reporting, adhering to legislative requirements (i.e. MECP)
- Obtains all required samples and preforms lab tests as required by the Certificates of Approval
- Available during emergencies outside of normal operating hours
- Investigates and resolves customer complaints
- Organizes and directs operational and maintenance activities to ensure that all treatment and collection systems are compliant with MECP regulations and the highest quality standards are achieved
- Responsible for all aspects of operation and maintenance of the municipal Wastewater treatment plant, pumping stations, stormwater facilities and collection systems and assumes the legislated duties and role of Overall Responsible Operator (ORO) for the Municipality
- Manages the departmental operating and capital budget; recommends annual maintenance and construction projects, and the purchase of materials, equipment and vehicles
- Available (on rotation) to perform daily checks and compliance on weekends and holidays
- Performs utility locates
Qualifications:
- Knowledge of SCADA systems beneficial
- Completion of an Ontario Secondary School diploma (OSSD) or equivalent
- Possesses a valid DZ driver’s license
- Effective communication skills (both written and verbal)
- Knowledge of constructed wetlands considered an asset
- Holds a valid Class II Wastewater Collection and Class II Wastewater Treatment certificates issued under Ontario Regulation 129/04 (MECP Certifications)
- Experience working in a unionized environment; supervisory experience preferred
- Knowledge of provincial water legislation and regulations (Environmental Protection Act and OHSA)
- Experience in safe trenching practices and taking precautionary measures (Hydro, Gas, Bell, Sewer, watermain, etc.)
- Experience in sewer main construction and service installations and repairs
- Minimum five (5) years of progressive experience in the operation and maintenance of municipal wastewater treatment, pumping and collection systems
- Clean criminal record check required as a condition of employment
- Proven ability to write clear and concise reports
- Proficient in MS Office applications: Word, Excel and Outlook
- Knowledge of stormwater treatment and collection systems considered an asset
Compensation Details:
$77,738 – $90,943 (currently under review)
