Position Overview:


The Technology Specialist role is to ensure the stability, integrity, and efficient operation of the City’s information technology infrastructure that support core organizational functions. This is achieved by monitoring, maintaining, supporting, and optimizing all information technology and telecommunications infrastructure components. The Technology Specialist will apply proven communication, analytical, and problem-solving skills to help identify, communicate, and resolve issues in order to maximize the benefits of IT infrastructure investments. The Technology Specialist applies technical knowledge and expertise to ensure effective and efficient support of the City’s information technology infrastructure.


Responsibilities:


• Assists in the development of corporate Information & Technology Management objectives and recommends the implementation of information technology strategies for the City of Vaughan.

• Design, implement, manage, secure, and maintain corporate Local Area Network (LAN) and Wide Area Network (WAN)

• Oversees projects and resources that relate to the implementation of hardware, software and telecommunications infrastructure and services.

• Ensures the provision of a secure computing and telecommunication environment including the protection of network access, data, access to facilities and security of backup/restore media.

• Monitors and optimizes the performance of corporate computer systems including networks, servers, databases and other computing devices.

• Develops short- and long-term capacity plans for corporate computer systems including networks, servers, databases and other computing devices.

• Researches, evaluates and recommends technical standards and procedures to ensure effective and efficient implementation and use of information technology infrastructure.

• Analyses, forecasts and recommends costs and budgets related to efficient and cost-effective implementation, operation, management and use of information technology infrastructure, including operations management, security management and capacity management.

• Performs vulnerability management and hardening activities for network, servers and databases including ongoing monitoring for each system, component, or application.

• Researches and evaluates products and systems from a technical perspective and makes recommendations for future directions.

• Maintains general understanding of all relevant systems software and utilities.


Qualifications and Experience:


• Community College Diploma in Computer Science or suitable equivalent.

• A certificate or designation in Network or Telephony Administration, or equivalent.

• Minimum of five (5) years' experience in technical support of complex and diverse computer environments and possesses project management knowledge of implementing technology solutions.

• Expert knowledge of IT infrastructure, including network architectures, operating systems environments, server and storage architectures, security frameworks, data base management systems, communications protocols, middleware and desktop computing environments.

• Superior customer service skills including working collaboratively with staff members, agencies and external contacts.

• Well-developed interpersonal and emotional intelligence skills and abilities that foster trust and co-operation.

• The ability to inspire others to persist, strive for excellence, take measured risks and participate with enthusiasm during periods of complexity and/or change.

• High levels of ability to think and act in a proactive and strategic manner.

• Ability to exercise sound judgment and solve problems based on consideration of all critical factors, including long and short-term impacts.

• Knowledge of, or demonstrated ability in, the City’s core competencies.

• Must be prepared to work flexible hours to undertake tasks that cannot be completed during the normal working hours, as may be required.


Position Specific Requirements:


• Experience with routing, switching and load balancing.

• Strong knowledge of industry standard network protocols (TCP/IP, OSPF, BGP, MPLS).

• Experience with installation, configuration and troubleshooting of network hardware.

• Experience managing enterprise level Telephony and Unified Communications infrastructure (VoIP, SIP, Avaya PBX, Softphone technologies).

• Experience working with Operational Technology systems and solutions (IoT, Building Automation, Lighting Control).
