Job Description
Position SummaryThe Specialist, Safety, supports the Manager, Safety and Director, Safety and Parking Services through safety administration, maintaining the safety management system, coordination of communication and training and promoting security/crime prevention. The Specialist, Safety will be a centralized subject matter expert and provides high quality consultative services to managers and employees at TPA in all aspects of Safety for employees, customers and stakeholders.ResponsibilitiesSafety Administration
  • Oversee workplace violence risk assessments at all TPA facilities in collaboration with management.
  • Ensure the TPA is fully compliant with all relevant and current legislation relating to Occupational Health & Safety, Accessibility for Ontarians with Disabilities Act, Ontario Human Rights Code and facilitate implementation of best practices.
  • Conduct regular site visits and audits to advocate safety with managers, supervisors and employees, and develop appropriate action plans as needed for gaps identified.
  • Maintain all health and safety related documentation including material relating to inspections, assessments, communications, correspondence, reports, minutes, etc.
  • Review and recommend new or revisions to Policy Resolutions and Standard Operating Procedures as they relate to health and safety issues.
  • Investigate and evaluate hazards and concerns regarding working conditions, situations, equipment, materials and procedures, and recommend corrective or proactive measures and months to eliminate or control hazards, prevent injuries, reduce costs and ensure compliance.
  • Provide Joint Health & Safety Committee administration leadership and serve as an active participant.
  • Act as a resource and subject matter expert to management and employees in health and safety related matters. Provides advice and guidance to management and employees on the application of health and safety policies, escalating questions to management as required.
  • Liaise with the Ministry of Labour (MOL) and external auditors as required.
  • Facilitate, coordinate and implement on-site emergency management, including the fire safety and emergency response plans for all TPA facilities
  • Provide administrative and field support for all Safety and Security contracts, projects and services for outsourced services, as required.
  • Lead annual health and safety audits of all TPA locations; report findings and recommend improvements.
  • Oversee the investigation of Occupational Health and Safety matters including; refusal to work, critical injury, workplace inspections and industrial hygiene.
  • Implement and maintain a compliance framework that ensures TPA meets all health, safety and wellness obligations.
Injury/Incident/Hazard Analysis and Investigations
  • Participate in workplace investigations, including workplace violence investigations, as required.
  • Analyze incident and injury data, identifying gaps and making recommendations to support a continual improvement plan to develop or enhance existing safety programs and facilitate the implementation of control measures to prevent work-related injuries and illnesses.
  • Track and maintain a database for workplace incidents/injuries for presentation, reporting and analysis.
  • Provide consultation, guidance and support in the timely completion of workplace, health and safety investigations, to determine root cause, and oversee the recommendations to prevent a reoccurrence and optimize workplace health and safety.
First Aid
  • Assess/audit mandatory requirements of WSIB Regulation 1101 – First Aid kits and content requirements at attended facilities.
  • Monitor current First Aid/CPR training and posting requirements, including the Safe City AED program.
Claims Management and Return to Work (Employees)
  • Work with managers/supervisor in facilitating timely and safe return to work for injured employees.
  • Manage WSIB claims from initial injury until close. Correspond with Doctor, Adjudicator, and injured employee for claim updates, cost relief factors, appeals and other.
Claims Management (Customers)
  • Work with managers/supervisors in facilitating timely response for case information for insurance purposes.
  • Manage insurance claims from initial injury until close. Correspond with Insurance Adjusters, law firms, vendors and customer care for claim updates
Safety Management System
  • Create management reports and senior management presentations with KPIs and benchmarking goals for Manager and Director.
  • Meet and exceed performance targets and KPIs for health and safety initiatives and track the attainment. Recommend and implement corrective actions to support continues improvement.
  • Maintain the SMS data bases, documents and forms management to support and incorporates proactive and forward thinking to make data informed decisions including hazard identification and risk mitigation.
Communications and Training
  • Conduct internal health and safety education/training, and oversee/coordinate vendor-provided training. This includes Fleet Safety modules.
  • Develop, maintain and track mandatory training and safety talk requirements based on the employees’ roles to ensure compliance with legislative requirements.
  • Facilitate the delivery of safety training courses and/or provide subject matter expertise into the development and delivery of health and safety training including identification of members requiring training ensuring operational and legislative requirements are met.
Security and Crime Prevention
  • Maintain data base of Security Incident reports as provided for KPI’s, insurance and future prevention initiatives.
  • Actively participate in proactive security initiatives and crime prevention promotion.
Other
  • Benchmark and network with City of Toronto Agencies, Boards and Commissions regarding best practices models and systems.
  • Actively participate in proactive workplace wellness initiatives.
  • Other duties as required.
QUALIFICATIONS:
  • Analytical, mathematical and statistical skills to interpret data, identify trends and develop recommendations.
  • Sound working knowledge of legislation including OHS Act, Regulations and Standards, AODA, Ontario Human Rights Code, Employment Standards Act, applicable collective agreements and the proven ability to provide advice on the application of these Acts.
  • Certified in WSIB Claims Management, Risk Management, or Canadian Registered Safety Professional (CSRP), an asset.
  • Demonstrated proficiency with Word, Excel, PowerPoint, Outlook; experience with Safety Management Systems is an asset.
  • Post-secondary degree or diploma in Occupational Health and Safety, or a related discipline, or equivalent combination of relevant experience and formal education.
  • Internal candidates: No new or reclassified employee with less than one (1) year’s continuous on the job service may apply.
  • Demonstrated knowledge and experience working in a unionized environment.
  • Demonstrated safety leadership.
  • Knowledge of safe work practices, health and safety training, conducting incident analysis, writing reports.
  • Experience in an advisory role, implementing health and safety programs, developing audit reports, action plans and guidelines.
  • Minimum 3 years’ experience in health and safety, or related environment
