Job Description
This project will build a new Integrated Drug (product) Management System as a single authoritative record of drug product information for all publicly funded drug products and their life cycle in Ontario. It will allow online electronic drug submissions from pharmaceutical manufacturers and end-to-end management of Product Listing Agreements. It will also support automation of the contractual payment reconciliation process and enable modernization of the Ontario Drug Benefit Formulary/Comparative Drug Index (eFormulary).


The ministry intends to design and implement a comprehensive solution strategy that not only modernizes and integrates, but also extends the existing business functions served currently by disparate software applications and manual processes. The solution will be designed as a single architected data model, containing the authoritative record of all publicly funded drug product information in a managed repository, to serve, share and be accessed by each Health Programs and Delivery Division (HPDD) defined business unit/function module. This operational store will connect to the HPDD Decision Support Environment (WebFOCUS) for HPDD’s divisional data analytics and as required by the ministry’s data analytics hub.


The project will deliver a comprehensive IT solution, IDMS, that will modernize, improve the efficiency of, and integrate into one application, existing business functions currently served by disparate software applications and manual processes.


The IDMS project will support two external facing deliverables intended to be available to our business partners and the broader public sector:


  • The electronic version of the Ontario Drug Benefit Formulary / Comparative Drug Index (Formulary / CDI) is a database listing the drugs funded under Ontario Public Drugs Programs and/or designated as interchangeable with one another (e.g., a generic designated as interchangeable with a brand product). Information included in Part III (General Benefits / Limited Use) and in Part IX (Nutrition Products/Diabetic Testing Agents) of the Formulary / CDI can be displayed by selecting one or any combination of the various criteria including coverage status, therapeutic classification, manufacturer, generic name, brand name and/or Drug Identification Number/Product Identification Number (DIN/PIN). The application is used primarily by professional health care practitioners, pharmacies, hospitals, and organizations associated with the manufacture, distribution, and use of pharmaceutical preparations. To be considered a complete listing of publicly funded drug products, the unlisted products funded under the EAP must also be included in any new application.
  • Receive and send drug manufacturers’ submissions and communications – portal – extranet subsystem with high assurance restricted access to manufacturers, external reviewers, provincial drug expert committees.
  • The Online Submission Portal & Manufacturer Drug Product Submission Reviews function will serve three broad objectives:
  • Review, store and administer electronic drug product submissions – internal application to replace and expand upon the functionality of Drug Submission Tracking System (DSTS). Functionality includes ensuring submissions that satisfy regulatory and policy requirements, store drug product information, and organize drug product submission materials to support health technology assessment activities of the drug funding evaluation process.

Requirements


Overview


  • Identify and communicate issues and risks to the DADS IT Project Manager and participate in mitigation activities
  • Participate in project focus groups, JAD sessions, SCRUMs and technical meetings with IT service providers
  • Anticipate and resolve problems to ensure that deliverables are completed on time and in compliance with OPS Standards and Templates
  • Review and confirm software, hardware and network requirements
  • Prepare and present analysis to support component design using models, etc. to the project team
  • Provide technical support to the DADS IDMS Project Manager


Technical Skills


  • Experience with relational, hierarchical, and non-relational (document-oriented) database technologies
  • Experience with one or more communications protocols (e.g., HTTP, HTTPS, FTP, SFTP, TCP/IP)
  • Experience in one or more programming languages including but not limited to: Java, JavaScript ES6+, Spring Framework, Quarkus, Angular 9+, Angular Material, Drools, TypeScript, SQL, Node.js, HTML5
  • Experience in the use of object and/or third generation language development tools
  • Knowledge of standards for health care data exchange, in particular Fast Healthcare Interoperability Resources (FHIR)
  • Experience with OpenShift Container Platform, Kubernetes or other Cloud Technologies
  • Experience with one or both of the following web service standards: Representational State Transfer (REST), Simple Object Access Protocol (SOAP)
  • Experience in programming and analysis at the specified experience level


Programming/Development Skills


  • Experience in analysis and design (including the use of UML to model solutions), code, test, debug and documenting applications
  • Experience in User Interface development with a focus on the Accessibility for Ontarians with Disabilities Act (AODA)


General Skills


  • Excellent verbal and written communication skills
  • Experience proactively identifying and communicating potential issues and risk events before they occur so that proper mitigating strategies can be developed, through the DADS SADIE Development Team Lead and/or the DADS IT Project Manager
