Senior Technical Business Analyst

Horizon is seeking a Senior Technical Business Analyst on behalf of our client, the Government of Saskatchewan, for a full-time on-premise role in Regina, SK.

The Senior Technical Business Analyst will collaborate with various different stakeholders to ensure that business requirements are collected to achieve the technical aspects of each solution. The Senior Technical Business Analyst will also be a mentor to SMEs through out the project.

Responsibilities:

• Develop training, training materials and facilitate training for both technical and non-technical audiences
• Verify that the solution meets the requirements and quantify the benefits and costs of each solution
• Document business process models (As-Is, To-Be);
• Create, coordinate, and execute test scripts, utilizing formal testing methodologies to verify that system and business applications meet specific requirements
• Apply a business analysis framework for successful outcomes;
• Act as a liaison between architecture, application, and business subject matter experts
• Provide quality assurance in relation to the accuracy and integrity of the information provided in the solution
• Document any risks, issues and assumptions with the solution and contribute to an effective control and risk management process
• Research, develop, and recommend new service delivery approaches taking advantage of modern cloud based technical solutions
• Prepare and deliver presentations to internal and external stakeholders.
• Create and manage user testing plans that ensure the solution supports business processes
• Elicit, document, manage, and communicate functional requirements throughout the project lifecycle
• Perform as Test Lead, to guide the business SMEs through the process of User Acceptance Testing (UAT) to ensure business requirements are sufficiently identified, traced and functional in the finished system
• Analyze business requirements and translate into business rules
• Document use cases and user stories based on business processes;
• Work closely with the technical teams to ensure their translation of requirements to solutions meets the needs of the users and integrates into the overall Government of Saskatchewan architecture
• Preparing the business for change by conducting organizational readiness activities
• Create and document feasibility studies, business cases, technical assessments, project charters, user manuals, system manuals, policies, processes, and procedures, etc
• Facilitate meetings and workshops with internal and external stakeholders
• Effectively analyze complex problems, situations, practices, or procedures;
