Metro Vancouver is looking for one contract PMIS Senior Project Manager to help manage and support the planning phase of Metro Vancouver’s Project Management Information System (PMIS) corporate implementation. Metro Vancouver is currently in the process of procuring a PMIS, which will first be piloted on the Iona Wastewater Treatment Plant Upgrade Program. The successful candidate will liaise with the pilot team and help define the detailed plan, schedule and cost for the PMIS corporate rollout.
This assignment will start in July 2023 and end in June 2024 with the potential to be renewed for two (2) additional one (1) year periods, upon mutual agreement and budget approval. This work will typically be performed on-site at Metro Vancouver’s head office at 4515 Central Blvd, Burnaby, BC.A hybrid of remote work and on-site can be accommodated.
The terms of this contract will
be as follow:From July 2023up to June 2024
The successful applicant will
work in collaboration with key stakeholders throughout the organization and
will focus on:
·Defining project scope, goals, and deliverables that support business objectives in collaboration with the senior leadership team and internal stakeholders.
·Defining guiding principles for the project.
·Establishing effective and appropriate project governance.
·Developing full-scale project management plan, implementation plan and associate communications documents.
·Identifying the priority modules for system implementation.
·Developing an acceptance criteria and process for the pilot implementation.
·Planning and scheduling project timelines and milestones using appropriate tools.
·Defining the process for reviewing, sign-off, and testing of business requirements.
·Estimating and identifying the resources and participants required to achieve project goals.
·Ensuring proper financial management of the project.
·Ensuring proper risk management by documenting all risks and employing an effective mitigation strategy.
·Identifying
opportunities to standardize business requirements and processes across the various departments.
·Validating the Iona pilot business requirements for corporate implementation, including integration requirements with other existing systems.
·Developing a sustainment and support model for the corporate system.
·Developing key project deliverables, including:
oProject charter
oProject management plan
oCorporate implementation plan
oAcceptance criteria
oBusiness requirements document and work breakdown
structure
oProject logs (including stakeholder register and
RAID log)
oMonthly status reports
The position will report to:
·The Divisional
Manager of Project Delivery, Project Management Office – Project &
Portfolio Management
Ideal candidates will have the
following skills, experience and qualifications:
·Bachelor's
degree in Computer Science, Information Systems, Business, Engineering, or
related field.
·10 or more
years of project management experience or the equivalent combination of
education, training and experience.
·Excellent
knowledge of project management methodologies, knowledge areas and tools.
·Proven
experience in planning, implementing and supporting a PMIS or other corporate
Enterprise Resource Planning (ERP) system for a large utility, municipal or government
organization.
·Strong ability
to document, analyze and assess business processes, system interactions and
to propose consolidated alternative business processes.
·Thorough
knowledge of problem definition and analysis related to business processes
and systems planning.
·Considerable
knowledge of information technology components, processes and developments
related to the work performed.
·Considerable
knowledge of the functions of departments served and their requirements in
information technology.
·Excellent
organization and presentation skills.
·Ability to
influence and foster an environment of shared accountability.
·Ability to
clearly articulate messages to a variety of audiences.
·Ability to be flexible and highly adaptive in a fast-paced environment.
·Excellent vendor management and negotiation skills.
·Strong analytical and problem-solving skills.
· Project Management Professional (PMP) designation is an asset.
·Certified ScrumMaster (CSM) and Scrum Product Owner (CSPO) designations are an asset.
In addition, this position
requires the ability to:
·Establish and maintain effective working relationships with various internal and external contacts.
·Provide advice and assistance on matters related to the work.
·Work independently as well as part of a team.
·Communicate effectively orally and in writing; able to present clear and concise proposals.
·Perform assigned duties with minimal supervision, although direction will be given.
·Maintain confidentiality.
