Job Description
Position Overview
Student Accessibility Services in Student and Enrolment Services is currently seeking a Full-time, Regular Senior Manager.
Reporting to the Director, Student Wellness, Access and Support, the Senior Manager, Student Accessibility Services oversees a critical student support unit at the University of Calgary. Drawing on a strong background in clinical services, advising, and post-secondary administration, the Senior Manager, Student Accessibility Services (SAS) will provide leadership to Student Accessibility Services, the Nat Christie Adaptive Technology Centre and the Examination Centre and is a key member of the Student Wellness, Access & Support leadership team.
The Senior Manager will support the strategic vision and leadership necessary to facilitate the development of an accessible learning environment for students with disabilities at the University of Calgary. The position requires strong collaboration, negotiation and partnership building skills. There is a high volume and variety of work demands requiring the ability to meet multiple external and internal deadlines. It is necessary to deal with highly complex issues. Excellent judgment is required for making decisions which impacts Student Accessibility Services, Student and Enrolment Services, the University community and external stakeholders.
The Senior Manager will assist the university administration in fulfilling its statutory obligations for the accommodation of students with disabilities by facilitating the enhancement of a culture of accessibility across the University, and collaborating with faculties, legal services and service areas on accommodation matters.This position is predominantly located at U of C Main Campus; however travel to the other campuses may also be required. Work is of varying complexity, with peak periods and short timelines for completion. This position works 35 hours a week, Monday to Friday, but there may be the need to work outside of regular hours during peak periods.The University is under the jurisdiction of the provincial FOIP Act in all aspects of its operations as a publicly funded institution. It is expected that employees are committed to protecting the privacy of individuals who work and study at the University or who otherwise interact with the University in accordance with the standards set out in the Freedom of Information and Protection of Privacy Act in regards to client files.
The Senior Manager assists the Director in implementing the University’s strategic vision and is responsible for overseeing the operations of Student Accessibility Services, the SAS Examination Centre and the Nat Christie Adaptive Technology Centre. As an experienced clinician the Senior Manager is also responsible for providing direct service to students and facilitating the understanding of access and accommodation issues within a post-secondary setting. The Senior Manager is responsible for the management, supervision, and direction of both professional and administrative staff.The Senior Manager has knowledge of federal and provincial legislation related to the work of SAS, and works with Deans, Associate Deans, Legal Services, faculty, staff and departments to promote access and accommodations for students with disabilities. The Senior Manager is a member and resource to the student-at-risk team, health services, counselling, and academic advisors. This position has a significant role in educating and facilitating understanding of legal and statutory obligations.
Position Description
Summary of Key Responsibilities (job functions include but are not limited to):
Managing, Leading and Motivating Staff
  • Responsible for recruitment, selection, coaching and mentoring, development and performance management of all members of the SAS team.
  • Oversee and supervise a team of clinical staff in varied and complex roles, and in different phases of development, as well and multiple administrative support staff.
  • Leads staff in the development and implementation of service standards for the unit, in alignment with the standards developed for the SWAS portfolio and the University’s overall strategic plan.
  • Ensures staff are well trained, competent, supported in their work and encouraged in their development. Coaches the performance of individuals for continuous improvement and is able to stimulate and support creativity and innovation in others through coaching and mentorship.
  • Manages personnel issues that arise, engages in performance planning activities, development plans and addresses staff conduct issues.
Operational Leadership
  • Works with provincial and federal funding agencies to ensure student applications for disability related grants and funding are processed, managed, and reconciled appropriately.
  • Responsible for overseeing all SAS internal processes and procedures, and ensures that all processes are efficient, progressive, promote access and comply with all University policy requirements.
  • Conducts regular reviews and audits of SAS and U of C processes, identifies areas of concerns, and provides recommendation to the Director, SWAS.
  • Works with the Director, SWAS to identify trends and opportunities to improve services and access for students with disabilities; Makes recommendation regarding annual resource and budget allocations.
  • Ensures all analysis and reporting efforts are compliant with university policy, processes, FOIP and the Health Information Act.
  • Ensures that SAS maintains an accurate referral network both internally and externally to support students with disabilities.
  • Working closely with the SAS Manager, Accessible Testing, ensures that exam accommodations and supports are implemented and reviewed on a regular basis.
  • Works closely with SES Marketing and Communications team to ensure all communications are accurate and accessible to students.
  • Responsible for preparing annual reports to the provincial government, and internal U of C stakeholders on student demographics, accommodation and supports and overall services provided through SAS.
Advising and Accommodation Support
  • Reviews medical, psychological or neuropsychological documentation of disability and health conditions to determine eligibility for accommodation and services.
  • To maintain currency in advising students with disabilities, maintains a small case load of advisees and provide leadership to staff who are working with exceptionally complex student cases.
  • Meets with students without documentation of disability or medical condition to determine if further assessment (medical, psychoeducational or neuropsychological) is appropriate. Assist students to arrange for assessments by making timely and appropriate referrals.
Overall Management and Strategic Direction
  • Contributes to Student and Enrolment Services and Student Wellness, Access & Support divisional planning.
  • Works with Legal Services to ensure that SAS is compliant with all legislation related to the duty to accommodate students with disabilities.
  • Supports the Director in ensuring that the University is also compliant with legislation related to access, accommodations, and the duty to accommodate students with disabilities.
  • Supports the Director in developing and implementing the overall strategic direction of Student. Accessibility Services, the Nat Christie Adaptive Technology lab, and the SAS Examination Centre.
Qualifications / Requirements:
  • Knowledge of provincial and federal policies, human rights legislation and case law as related to persons with disabilities.
  • Experience building collaborative work teams and demonstrated ability to supervise, organize, motivate, mentor and develop staff.
  • Understanding of the impact of a disability on student success in a postsecondary environment.
  • Excellent knowledge of medical, psychological, neuropsychological, and medical documentation of disability or health condition.
  • Experience preparing and delivery educational presentations in a variety formats.
  • Master’s degree in Psychology, Social Work, Education or related human services discipline is required.
  • Conflict resolution and problem solving skills are essential.
  • 5 to 7 years of experience in a clinical setting focused on adults or youth with disabilities.
  • Leadership experience in a post-secondary or educational environment an asset.
