Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Environmental Programs and Assessment (EPA) Group is seeking a Senior Manager to provide strategic leadership of Environmental Programs and Assessment teams delivering multiple/concurrent environmental initiatives to support capital infrastructure projects and corporate initiatives for GO Expansion. This role supports the organization’s ongoing compliance with environmental legislation and the division’s commitment to its stakeholders and corporate strategy through assessments, mitigation and liaison with various provincial and federal stakeholders.
What will I be doing?
  • Manage the development and implementation of internal policies and environmental best management practices (e.g., EA, species at risk, environmental contamination, planning restrictions, heritage), to ensure alignment with environmental legislation, corporate strategies and objectives
  • Provide strategic direction, oversight and leadership to Environmental Programs and Assessment teams working on multiple/concurrent environmental initiatives to support capital infrastructure projects
  • Provide oversight to the management of internal environmental programs (e.g., Monitoring and Mitigation Program for completed EAs and other construction undertakings, Heritage Management Process, Realty Due Diligence)
  • Lead/facilitate key internal and external committees; act as a subject matter expert, representing Metrolinx views when best practices are determined by these working groups, collect information regarding other organizations’ challenges, solutions and methods of sharing information across the industry to improve how Metrolinx addresses similar issues
  • Manage and provide oversight to the planning and execution of environmental projects, programs, EAs and studies to ensure the delivery of corporate initiatives and/or infrastructure projects
  • Participate in and support the development, application and management of policies, procedures and technical studies and initiatives for environmental assessments (EAs), mitigation and liaison with Ministry of Environment, Conservation and Parks (MECP) and Ministry of Citizenship and Multiculturalism (MCM)
  • Build, develop and maintain collaborative relationships with key internal and external stakeholders critical to the successful delivery of program-wide environmental initiatives
  • Provide oversight to and advise on the interpretation of existing and new legislation and guidelines impacting EAs or environmental compliance and acts as a subject matter expert, representing the corporate interest through comments on proposed legislation.
What Skills and Qualifications Do I Need?
  • Sound knowledge of management/project management principles, including budget and schedule controls, leading teams/consultants engaged in simultaneous projects
  • Completion of a degree in Environmental Science/Civil Engineering, Planning or a related discipline – or a combination of education, training and experience deemed equivalent
  • Familiarity with relevant legislation including Metrolinx Act, Places to Grow Act, Planning Act, Revised Statutes of Ontario (RSO), Municipal Act, and other applicable acts and policies) would be assets
  • Interpersonal and presentation skills to brief/update senior/executive leadership, prepare project/program related reports and materials, deliver presentations and provide subject matter expertise to senior leadership, staff, and decision-makers
  • Progressive experience and technical expertise in leading/providing oversight to the completion of EA for infrastructure projects
  • Relationship management, negotiation, influencing and facilitation skills to effectively liaise with regulatory bodies at all levels of government (e.g., federal agencies, provincial ministries, Conservation Authorities, municipalities) and other stakeholder groups; work in collaboration with, and obtain buy in from, various stakeholder groups especially during public and stakeholder engagement during contentious capital undertakings
  • Management and leadership skills to manage a team of professionals; develop long term staffing/capacity plans
  • Knowledge of relevant and applicable environmental legislation (Environmental Assessment Act, Environmental Protection Act, Clean Water Act, Ontario Heritage Act, etc.) and regulatory requirements relating to environmental matters to provide leadership and manage multiple concurrent Environmental Programs and Assessment initiatives, support the development of policies, procedures, protocols and advise on the interpretation and application of legislation/regulations.
  • Minimum Ten (10) years’ experience in the field of Environmental Science, Engineering, Planning and/or EA, providing strategic leadership and support to meet the legal/regulatory requirements related to the completion of environmental assessments, preferably in the public transportation sector; progressive managerial experience leading professional staff/teams
