Role: Senior Project Manager (Level 3)

Location: Headquarter – Saanich, BC

Mode: Hybrid (Minimum 2 day onsite weekly)

Duration: 12-24 months

Extension: Based on project phase approvals


Senior Project Manager (Level 3)

The Corporation of District of Saanich is looking for a Senior Project Manager – Level 3 for various IT projects. Some examples of projects include:

·Network Upgrades (WAN/LAN/WIFI)

·Microsoft 365 Adoption

·Firewall Upgrades

·Data center Upgrades and Enhancements

The PM will provide a range of capabilities to advise and assist the District through the analysis of a variety of operational matters including business process assessments, design, change management, documentation and deployment. The analysis may range from generating explicit descriptions of individual business processes as currently performed, to designing desired future business processes, service delivery changes and requirements.

Qualifications

1.Education:

  • MBA or graduate degree in a related field, or equivalent combination of education and experience.
  • Project Management certification or designation (e.g., CAPM, PgMP, PMP, etc.) preferred


2.Experience

  • More than five (5) years as a Senior Project Manager.
  • More than ten (10) years on IT projects; and


3.Skills and Expertise

The PM is expected to interact at the senior leadership and executive levels and have a solid understanding of the challenges and complexity in managing a project team in a complex public sector environment.

Demonstrated proficiency and experience in the following areas:

  • Coordinating municipal resources and contractors to achieve project objectives;
  • Developing, business cases, and tracking against capital budgets;
  • Communicating with a cross discipline team including complex stakeholder groups and project sponsors with competing interests;
  • Preparing project charters, master project plans, providing risk analysis and risk management;
  • Managing linkages to concurrent municipal projects;
  • Leading stakeholders from multiple groups with diverse interest to consensus on project scope, objectives and responsibilities in collaboration with municipal management and staff;
  • Managing sensitive issues, including impacts to all of the municipality, private sector and citizens;
  • Making effective use of technology (e.g., Microsoft Project, Powerpoint, Teams, etc.) to support efficient management and communications within a project team;
  • Managing change requests/budget requests including:
  • Developing strategic communications, engagement and training plans to ensure enduser and stakeholder involvement;
  • Presenting project status reports, dashboards, issue log, risk register to project and business leadership;

- Cost estimates;

- Schedules;

- Resources;

- Deliverables; and

- Inter-dependencies on other tasks/sub-projects/linked projects.


  • Delivering projects of varying sizes and complexity (some greater than $1M in value, some longer than 1 year in duration) in a public sector environment;
  • Reporting project status and interacting at a senior executive level (e.g., Senior Manager, Director, C Level);
  • Using political skills to understand, navigate, and meet stakeholder needs on sensitive projects with tight timelines.
  • Portfolio management (e.g., strategic alignment and prioritization) including effective portfolio management controls and reporting; and
