COMPENSATION: $66,646 - $88,896 Annually Prorated


CONTRACT DURATION: Until March 31st, 2024 with possible extension


LOFT Community Services is a unique and dynamic charitable organization that supports people living with complicated issues such as mental and physical health challenges, substance abuse, poverty and homelessness. Serving approximately 10,000 annually and providing 1,733 units of supportive housing last year, LOFT is one of Ontario’s largest mental health service providers of its kind. To help fulfill its mission, LOFT is hiring a Program Manager of Behavioural Support Services.


JOB SUMMARY:


The Program Manager oversees the administration, management, operations, coordination, and delivery of the Behavioural Supports Services Community Mobile Support Team and the Behavioural Supports Education team for a LOFT Community Services, in accordance with the established philosophy and policies of LOFT and government regulatory agencies.


The Program Manager is responsible for the overall direction, coordination, and supervision of staff, including training and development programs.


The Program Manager establishes and maintains effective client and community relations, combined with a strong advocacy role to meet the varied needs of the program in liaison with LOFT Community Services.


WHAT YOU WILL DO:


  • Maintains current and accurate records of care services and documented behaviours for all clients served by the Program in accordance with established procedures.
  • Oversees the administration, management, operations, coordination, and delivery of all client services at the Program.
  • Financial Responsibility
  • Overall responsibility for the storing, sharing and use of confidential client data at the Program.
  • Oversees and monitors Occupational Health and Safety and ensures that standards are being met.
  • Responsible for the overall direction, coordination, and supervision, training, development, and performance management of all Program staff, ensuring that an anti-racism, anti-oppression lens is applied.
  • Develops and maintains a positive social environment within the Program that is consistent with the overall objectives, policies and criteria for clients as established by LOFT.
  • Prepares annual service plans with input from a variety of sources.
  • Promotes client participation and partnership in the operation of the Program.
  • Establishes and implements Program fiscal control practices.
  • Plans, develops and implements the Program’s content, scope, priorities and deliverables, ensures the incorporation of agency ideals, policies, procedures, and funder expectations.
  • Oversees the administration, management, and coordination of all Program Financial Resources.
  • Reviews monthly petty cash, staff expense claims, timesheets, and other payroll information in a timely fashion.
  • Remains up to date on dementia, mental health initiatives, environmental factors, socio-economic conditions, and available social services, and other issues faced by LOFT’s clients.
  • Monitors and evaluates program performance and service delivery models, conducts planning and evaluation initiatives conjunction with their Director.
  • Investigates and reports on a variety of incidents or serious occurrences.
  • Reports building and maintenance issues to the required landlord or Facilities Management in a timely manner.
  • Determines spending priorities and oversees expenditures according to approved Program budgetary allocations.
  • Material Responsibility
  • Participates in regular on-call coverage with other LOFT Community Services management to ensure leadership coverage across all Programs and services.
  • Information Responsibility
  • Develops program manuals and client documentation practices for the Program in conjunction with their Director.
  • Serve as an advocate and facilitator for clients pertaining to the services and supports they require.
  • Develops and implements projects within the program’s mandate in response to client needs.
  • Ensure DEI practices are embedded in clinical practices, policy and interventions.
  • Oversees any required licensing, inspections, upkeep, fire/safety regulations standards, and maintenance for all Program locations, equipment, and other LOFT property.
  • Advocates on behalf of the client group within the community.
  • Assists LOFT’s Finance department in formulation of the Program’s budget and the annual budget submission to funders.
  • Determines the impact of changes within immediate community on the Program and its operations and responds proactively to these changes.
  • Program Management and Operation
  • Responsible for the selection and hiring of all Program staff, ensuring that processes are in alignment with equity and anti-racism principles.
  • Supervises Program staff and provides team leadership to establish a healthy supportive working environment consistent with LOFT’s operating principles.
  • Identifies or cultivates new sources of funding, liaises with funders, assists with preparation of funding proposals in conjunction with their Director.
  • Monitors and ensures Program compliance with, funder requirements, employment legislation, safety codes and organizational operating principles.
  • Oversees the administration, management, and operations of all Information Resources at the Program.
  • Establishes Program operational parameters, staffing models, fiscal and service quality policies, procedures and standards in conjunction with their Director.
  • Client Care


WHAT YOU BRING:


  • Extensive knowledge and understanding of dementia, seniors’ mental health, substance use disorders and other neurological conditions affecting seniors that can cause responsive behaviours/personal expressions.
  • An excellent understanding of the continuum of care and services related to geriatric mental health, geriatric behavioural supports and experience in the delivery of behavioural support services to seniors.
  • Knowledge and understanding of statutes and regulations governing Long Term Care, Home and Community Care, Consent and Capacity, social and health issues and fire/safety requirements.
  • Knowledge of Applied Behavioural Analysis to inform evidenced-based, person-centered care plans.
  • Knowledge of the environmental, socio-economic conditions in the community, the social services provided by all three levels of government and of the services provided by other community agencies.
  • A minimum of five years of experience in direct service work.
  • Experience, knowledge and a commitment to the Behavioural Supports Ontario project.
  • Experience in facilitating and driving quality improvement and ensuring excellence in standards of service.
  • Understanding of cultural competency and anti-oppression framework.
  • Computer literate and able to use Microsoft Office software, write clear concise reports, and use provincial common assessment tools.
  • Knowledge of Psychosocial Rehabilitation Principles (PSR) with the ability to put them into practice.
  • A minimum of three years of experience in program administration/management including service delivery, program development, staff supervision, budget administration, and liaison with community partners.
  • Post-secondary degree in Human Services or equivalent
