GHD's Impact Assessment and Permitting Team is located across the GTA with staff in Whitby, Markham, and Toronto and focuses on Environmental Assessment (EA) planning, consulting and stakeholder engagement, and post-EA permits and approvals for a variety of public and private sector clients.

With our Rail and Transit Group growing and winning more work in the planning, design and construction administration services for light rail transit, commuter rail, subway, bus rapid transit, stations and maintenance facilities. We are currently seeking an experienced Permits, Licenses, Approvals & Authorizations (PLAA) Lead to facilitate the growth of our Impact Assessment team and to complement our transit team in the GTA. The PLAA Lead will play a major role in the delivery of large multi-year projects for Rail and Transit clients.

Responsibilities:

The successful incumbent’s primary responsibilities will include the following:

• Track document submittals, alerting team members of risks related to reports and plans due dates required by Contracting Authority and coordinating a Non- Conformance Report with team members on extensions needed on plans and reports.
• Coordinate the use of the tracking system to tracks the progress of PLAA's throughout the project.
• Managing and maintaining a PLAA register to give the project team an oversight on upcoming and expected permits.
• Create and maintain permitting tracker to track comments, responses, submissions, resubmissions of all permit applications.
• Document and report progress on PLAA's and document submissions and updating project leads with updates.
• Liaising with Metrolinx, City of Toronto, and other key internal and external stakeholder.
• Coordinate with team members from different design and construction disciplines to incorporate necessary input for each permit in a timely manner. This shall include but not limited to meetings with the Designers and the Designer Builder's Technical Department Discipline Managers.
• Identify early signs of risk to utility work schedule
• Monitor and identify utility schedule risk against Project Agreement, and coordinate with program consultant
• Coordinate with the design team on design packages for PLAA's and document submissions to different stakeholders.

Skills, Competencies and Qualifications:

• Excellent interpersonal skills, ability to work well with people (staff and clients) and a demeanor that reflects genuine interest and ability to assess a situation and consider what people will be interested in/concerned with is required.
• Strong experience with property acquisition, utilities, licenses and leases and permits approvals on transit projects
• 10+ years project experience with a specific focus within the transportation sector (e.g., MTO, Metrolinx, etc.) and delivery of large Rail infrastructure projects
• Class G driver’s license and access to a vehicle.
• A post-secondary education in Environmental Planning, Environmental Policy, Environmental Science, or a related discipline
• Familiarity with Provincial and Federal Environmental Assessment legislation, specifically MTO Class EA, Transit Project Assessment Process.
• Prior experience in construction focused roles
• Proficient in MS Office (Word, Excel)
• Strong time management and organizational skills
