Job Description

ABOUT US:

Port of Thunder Bay provides harbour administration and supports economic development by investing in port infrastructure, promoting port capabilities, and building sustainable business practices.


Thunder Bay is the westernmost Canadian port on the Great Lakes – St. Lawrence Seaway System, the largest inland waterway in the world. Our opportunities are largely determined by the Port’s strategic role as it relates to the Seaway corridor and marine shipping, the greenest mode of transportation. The Port was built to provide access to European markets for Western Canadian grain producers through the longest grain supply chain in the world.


At the heart of our operation lies Keefer Terminal, a significant marine transportation, and intermodal terminal. Other business segments include Harbour Park Industrial Park and Intercity Site, a brownfield marine facility available for development.


An integral part of Port of Thunder Bay’s strategy is expanding upon its success in utilizing Keefer Terminal as a hub in the movement of general and project cargo to and from Western Canada and international markets. The Port coordinates the activities of stevedores, trucking companies, equipment operators, railways, and fabricators to ensure that cargo is handled efficiently and that shippers derive value out of shipping cargo via Thunder Bay, The Superior Way West.

POSITION SUMMARY:


The Marine Services Coordinator is a key member of the Port of Thunder Bay team, reporting to the Director of Business Development and Terminal Operations. This position supports the Port’s operational and business objectives by managing and overseeing a wide range of harbour and marine-related activities. These activities include ensuring smooth vessel movement, navigation, and adherence to safety protocols while vessels are in port and at the Port of Thunder Bay’s Keefer Terminal and Intercity Site.


As a representative of Port of Thunder Bay, they engage with commercial and community Port users, effectively communicating and aligning their interests with the objectives and mandates set forth by the Canada Marine Act. They keep the Port Management Team well-informed and promptly advise of any potential risks that may impact the interests or reputation of Port of Thunder Bay. The Marine Services Coordinator must be available during off-hours including nights and weekends to address any urgent needs or situations that may arise.


The Marine Service Coordinator also has additional responsibility for the security, health, and safety programs at Port facilities. They are accountable for ensuring the development, implementation, and evaluation of policies, guidelines, and practices related to marine operations, port security, environmental compliance, health and safety, and emergency planning.


KEY RESPONSIBILITIES:


1.Harbour Administration


  • Advises Management on issues or situations that may pose potential risks to the interests of Port of Thunder Bay.
  • Ensures efficient and effective port operations by applying a working knowledge of the Canada Marine Act and its regulations.
  • Monitors non-commercial activities within the harbour to assure appropriate administration of safety, security, and risk management aspects.
  • Promotes effective Coast Guard ice-breaking activities, emergency response to environmental incidents, and management of aids to navigation.
  • Safeguards the interests of Port of Thunder Bay by understanding and providing Management advice on harbour incidents involving people, vessels, and environmental situations.
  • Maintains effective working relationships through close liaison with port users, marine agencies, government department contacts, regulators, and others that play a role in port operations.
  • Implements and maintains Harbour Practices and Procedures and Operations Regulations.
  • Monitors channel depths and administers dredging programs as required.
  • Interprets and applies appropriate legislation, regulations, and policies, including Canada Marine Act, Canada Shipping Act, Canada Environmental Act, Transportation of Dangerous Goods Act, and Canada Labour Code
  • Informs the Port Management and acts in its interest regarding all environmental matters and remediation.
  • Proactively advises on potential impediments to commercial activity or harbour safety, ensuring current Notices to Shipping.
  • Establishes and maintains effective communication with relevant agencies to ensure smooth commercial marine operations and port safety.
  • Assists in harbour administration including proactive planning and management of the commercial and non-commercial activity.


2.Security, Health & Safety


  • Arranges additional security as required based on marine and tenant activity.
  • Collaborates on the development, communication, and execution of Keefer Terminal Health and Safety program.
  • Assists with preparing and updating policy documentation.
  • Organizes and executes annual port security exercises and security drills, including preparation of written report(s).
  • Develops and executes, in collaboration with appropriate agencies, Port Emergency Plan.
  • Maintains security equipment inventory.
  • Maintains records of access logs and security incidents relating to the port and Port of Thunder Bay’s terminals.
  • Supervises contract security personnel.
  • Performs marine facility and infrastructure inspections and reports on maintenance and capital requirements.
  • Develops and implements port security, Port Security Plan, and Keefer Terminal Security Plan.


3.Terminal Operations


  • Completes projects and documentation to maintain industry affiliations and memberships including audit participation (i.e., Green Marine).
  • Assists in preparing leases, contracts, licenses, and tenders.
  • Assists with coordinating maintenance and capital program as required.
  • Performs other duties as assigned.
  • Assists in negotiating security and one-time service agreements with vendors.
  • Participates as required in business development activities such as trade shows and meetings.


4.Port Cargo and Vessel Statistics


  • Maintains vessel database to support statistical reporting and Accounts Receivable function.
  • Prepares cargo statistical reports and variances.
  • Prepares and compiles miscellaneous correspondence and reports.
  • Develops and maintains reports to ensure completeness and accuracy of cargo and vessel-related invoicing.
  • Analyze Industry statistics, such as Quorum Corp.’s Grain Monitoring Reports.
  • Obtains and inputs data into statistical reporting software.


QUALIFICATIONS:


Education/Experience

  • Understanding of risk management
  • Post-secondary education in marine technology, logistics, transportation, project management , or other related fields
  • Knowledge of project management, contract administration, planning techniques, and budget preparation and control
  • Minimum five years of marine operations experience (i.e., mariner and/or port or terminal background)
  • Familiarity with Canada Marine Act and Marine Regulations, Canada Shipping Act, Canada Environmental Act, Transportation of Dangerous Goods Act, Canada Labour Code, Port operations, port security, and emergency planning, Marine Construction, Occupational Health and Safety Act, and Marine Occupational Health and Safety


Assets


  • Business Administration education and/or experience
  • Experience working with Microsoft Access

CONDITIONS OF EMPLOYMENT:


  • May be required to obtain a Maritime-related diploma, certificate, or related education within three years of hire
  • Must maintain a valid Class “G” Driver’s License and may be required to provide a successful driver’s abstract (uncertified)
  • Must undergo a successful police records check, Type 2 (CRJMC)
  • May be required to work weekends and after hours
  • Must hold or be able to obtain certification as a Port Facility Security Officer within three months of hire
