At this time, the Halifax Port Authority (“HPA”) requires a

Manager, Trades and General Labour

This position reports to the Director, Asset Maintenance. Reporting to the Manager, Trades and General Labour is the five Working Shop Foreman. This position is responsible for the entire ILA maintenance team.

The Manager, Trades and General Labour is responsible for the management and leadership of all aspects of maintenance and repair by the ILA workforce (Local 1843) on HPA facilities, building structures and grounds. These responsibilities include planning, budgeting, and operations within the department as well as a keen awareness of Risk Management in the day-to-day operations of the department.

The Manager must ensure that all ILA Maintenance members are operating safely and effectively, within a team environment to achieve required objectives. The Manager is also responsible for the day-to-day management of the work order system and facilitating solutions to technical, functional, and operational processes.

Specific Accountabilities

·Manages the planning and scheduling of all maintenance requests including day to day and preventative maintenance, as well as leads and approves the review of priority work orders.

·Provides overall management responsibility for the ILA maintenance work force.

·Provides leadership and management to the department including fostering the development and safety of staff.

·Completes periodic inspections of work sites, equipment, and buildings to observe Health, Safety and Environmental (HSE) Regulations are followed.

·Ensures timely and efficient workflow is met and proper resources are allocated to each work request.

·Manages the Risk Management Process in the day-to-day operations of the department working closely with Site Logistics and Safety.

·Participates in the management of HPA through development and implementation of policies and strategies relating to Maintenance through budgeting, planning and committee activities to meet the requirements of the HPA Corporate Plan.

·Coordinates and assigns roles and equipment to effectively manage the winter operations for all areas of responsibility.

·Performs Performance Appraisals on Working Shop Foremen and ensures Working Shop Foremen completes Performance Appraisals for their staff.

·Works with Human Resources in the recruitment process for new staff.

·Works closely with the Manager, Maintenance Projects, and the Facilities Coordinator to ensure all HPA buildings and property are in good working order.

·Participates in accident investigations and root-cause analysis for staff and identify preventative action plans to prevent re-occurrence and works closely with Safety staff.

·Complies with HPA’s Occupational Health and Safety Policy (HR-354-4) and all Occupational Health and Safety regulations as outlined by the Canada Labour Code. Demonstrates a commitment to promoting a safety culture while ensuring all safety procedures, policies, and best practices are followed.

·Complies with HPA’s Environmental Management Policy and demonstrates knowledge and adherence to the Environmental Management System (EMS), including associated programs and procedures applicable to daily tasks. Detailed roles and responsibilities are included in the EMS Core Manual.

·Excellent management and communication skills are necessary, along with innovation and strategic thinking to provide functional leadership in a dynamic team environment.

·Demonstrated planning abilities are required.

·Must demonstrate leadership to motivate and encourage staff engagement in all areas of operations and deal with staff concerns and issues.

·Must be results oriented and have excellent time management skills.

Qualifications

·Appropriate university degree (e.g., Business Administration) or a minimum of five (5) to seven (7) years of experience managing people in a maintenance, property services unionized environment.

·Proven management abilities and strong interpersonal skills in effectively dealing with people and teams. Must have an excellent command of the English language, both oral and written.

·Knowledge of the principles of leadership, management, and administration.

·Computer literacy is required.Project management and process improvement experience are assets.
