Reporting to the Portfolio Manager, Operations, the Manager, Technical Services is responsible for managing capital allocation, capital and operating budget governance, capacity management, vendor performance governance and contracts management for a portfolio of over 300 properties across Canada.
You will directly manage a team to oversee the delivery of the facility management platform for the end users' experience and be accountable for all performance results and execution to ensure continuity of services is provided for the entire managed portfolio.
This role supports the operations team with oversight on technical guidance for project management, capital planning and policy adherence. You will represent management in dealing with tenants for the purpose of enhancing tenant and customer satisfaction and maintaining positive relations.
- Reporting to the Portfolio Manager, Operations, the Manager, Technical Services is responsible for managing capital allocation, capital budget governance, operating budget governance, capacity management, vendor performance governance and contracts management.
- Directly manages a team to oversee the delivery of the facility management platform for the end users' experience.
- Accountable for and oversee the scheduled annual building inspections and assist with the preparation of annual operational budgets.
- Ensures compliance with corporate and legislated policies, procedures, practices, and guidelines related to environment, health and safety, and fire protection, ensuring that staff are trained and following the correct procedures.
- Oversees all vendor management, delivery of service contracts and maintenance programs that are required at each property.
- Continually seek, and engage staff in seeking, opportunities for waste reduction and improvements in recycling.
- Provide technical or administrative advice to internal and external clients.
- Monitor utility consumption, develop and implement strategies for reductions, and regularly review consumption trends with operations staff.
- Works closely with the Construction and Sustainability groups on interdepartmental plans and strategies to optimize performance, standardize processes and lead the operations group on new initiatives.
- Tracks and forecasts equipment to ensure that end-of-life is extended and accounted for and performs life cycle costing exercises.
- Ensures that all materials and services purchased are authorized, cost-effective and obtained in appropriate quantities, managed within budget expectations.
- Knowledge and understanding of all building codes to be put into action if required.
- Oversee the Facility Management system preventative maintenance system, assuring all tasks are implemented and completed on a timely basis, HVAC, Fire inspections, Service providers contracts agreements, etc.
- Supports the operations team with oversight on technical guidance for project management, capital planning and policy adherence.
- Administers and oversee the quality assurance program and ensures delivered services meet or exceed the requirements stated in the contract and complies with internal management policies and standard operating procedures.
- Create, review, and approve all tenders, RFPs and assist with the performance of sub-contractors in the delivery of specific maintenance-related projects.
- Accountable for all performance results and execution of the system delivery to ensure continuity of services are provided for the entire managed portfolio.
- Represents management in dealing with tenants for the purpose of enhancing tenant and customer satisfaction and maintaining positive relations.
- Oversees and prioritizes departmental tasks, and deadlines in relation to scheduled maintenance and inspection requirements.
- Keep abreast of new developments and industry standards and practices for efficient building operations by attending industry events and participating in company or industry committees.
- Working with the Property Managers, set targets and goals for energy efficiency, greenhouse gas emissions, water usage and recycling.
