The Opportunity


The Manager Primary Health is responsible for the development, implementation, operation, coordination and evaluation of primary health care programs and services within the Primary Health portfolio.


Reporting to the Director, Healthy Populations & Provincial Initiatives, the Manager oversees, and is responsible for all aspects of the strategic and operational planning including the implementation, monitoring and controlling processes of programs as well as assigned projects and initiatives. The Manager leads an interdisciplinary team, and works with partners and vendors to support day to day operations, as well as specific initiatives and projects. The Manager ensures that the programs and services meet quality standards, are culturally sensitive, align with existing IWK and provincial Primary Health Care Frameworks, and are developed in partnership with the IWK community and a variety of inter-sectoral and community partners.


Key Elements Of The Portfolio Include


  • School Health Partnership: Through a partnership between Department of Education, NSH and IWK, SHP nurses support the health care needs of students to enable them to participate safely in school.
  • Community Pediatric Clinics: The IWK provides limited administrative support and funding to two community based pediatric clinics in partnership with NSH Central Zone Primary Health Care.
  • Community Health Teams: Through a partnership with NSH Central Zone Primary Health Care, the IWK partners to provide navigation supports and community based group education.
  • You’re In Charge: The IWK provides a program for youth (age 13 to 15) and their parents to prepare for the transition from pediatric to adult care and build youth’s self-management skills.
  • Nova Scotia Insulin Pump Program: This program provides funding towards the purchase of insulin pumps and supplies for residents living with Type 1 diabetes who are less than 26 years of age.


Hours of Work


Monday to Friday; 37.5 hours weekly


Your Qualifications


  • Demonstrates high degree of independent decision-making, self-direction, motivation, change management knowledge and team building/leadership skills
  • Proven organizational ability and effective time management skills
  • Sound knowledge and skillful application of population health approaches, community development, health promotion, disease prevention and management
  • Demonstrated fiscal and human resource management
  • Minimum five (5) years management experience or an equivalent combination of education and leadership experience may be considered
  • Strong problem-solving skills
  • Awareness of current best practices and the leading edge developments in health care service delivery
  • Registered, or eligible to be registered, with the applicable professional licensing body in Nova Scotia
  • Baccalaureate degree from a regulated health discipline (e.g. nursing, nutrition, social work, etc.)
  • Proficiency in Microsoft computer applications.
  • Effective interpersonal and leadership skills with proven communication, negotiation, and conflict management skills
  • Master’s degree preparation preferred in a related field
