Job Description
POSITION PURPOSE

Reporting to the Director, Health Protection is responsible for managing and coordinating the planning, implementation and evaluation of designated programs within the Health Protection Division, in compliance with the Ontario Public Health Standards: Requirements for Programs, Services, and Accountability and other relevant legislation and in accordance with Regional policies, procedures and standards.


MAJOR RESPONSIBILITIES


  • Monitors, evaluates and communicates on the progress of the operational and strategic plans to funding agencies and the York Region community.
  • Participates in Department/Branch/Division strategic planning and the formulation of strategic initiatives that aligns with the corporation’s strategic direction.
  • Assists in the overall direction of setting goals, objectives, developing policies and procedures for the Program, Division and Branch.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
  • Complies with and enforces Provincial, Regional and Municipal legislation by ensuring adherence to regulations enacted under Health Protection and Promotion Act, The Provincial Offences Act, The Smoke-Free Ontario Act, The Skin Cancer Prevention Act, the Ontario Public Health Standards: Requirements for Programs, Services, and Accountability and applicable regional and municipal bylaws. 
  • Promotes the Community and Health Services Department’s activities by preparing written reports on the Health Protection Division’s programs and topical issues, for submission to Regional Council and to the media.
  • Develops policies, guidelines, procedures and protocols relevant to defined areas of responsibility, and ensures they are adhered to by staff.
  • Manages staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Identifies current and future community needs and Divisional direction, by working collaboratively with York Region staff at all levels and other agencies, by gathering and analyzing environmental and public health data; and identifying and evaluating options for future program directions.
  • Attains program effectiveness by aligning program delivery with the Ontario Public Health Standards and applicable protocols and through managing the activities of a multi-disciplinary team. 
  • Manages the implementation of process improvements, and special projects for the Branch/Division.
  • Performs other duties as assigned to meet Departmental goals and program/service objectives.
  • Ensures quality assurance activities to monitor program effectiveness to support a culture of quality within the Branch/Division.
  • Assumes “on call” after hours, weekends and statutory holidays on a rotating basis.


QUALIFICATIONS


  • Good communication skills to respond to enquiries and/or complaints with the public, businesses, media, etc.  
  • Demonstrated knowledge of related Legislation, Standards, Acts and Regulations including the Health Protection and Promotion Act, The Provincial Offences Act, The Smoke-Free Ontario Act, The Skin Cancer Prevention Act, the Ontario Public Health Standards: Requirements for Programs, Services, and Accountability and applicable Regional and Municipal bylaws.
  • Leadership competencies including operating strategically, leveraging diversity and differences, customer focused, ensuring accountability, managing complex problems, financial management, employing interactive and effective communication, fostering collaborative relationships, cultivating engagement to drive vision and purpose, managing and developing talent, establishing and maintaining trust, displaying self-awareness, and demonstrating resiliency.
  • Demonstrated leadership ability to coordinate, plan, implement and evaluate programs for customer service.
  • Contemporary supervisory and human resource management skills, knowledge of collective agreements administration and interpretation, and knowledge of labour relations principles and practices. 
  • Successful completion of a University Degree in Environmental Health or approved equivalent combination of education and experience.
  • Computer literacy utilizing MS Office software applications such as word processing, spreadsheet, data base and presentation software, as well as knowledge in utilizing the Salesforce platform. 
  • Strong report writing, research, analytical and project management skills to meet program objectives and work within tight deadlines.
  • Minimum five (5) years progressive experience in a public health programming area or public health environmental programming area, including demonstrated minimum of two (2) year supervisory or leadership experience. 
  • Knowledge of the Region’s population, geography, health status and health needs.
