Position Overview:

Reporting to the Director, the Manager, Enforcement Services leads and manages one of three principal business units within the Department. The Manager, Enforcement Services is responsible for managing the enforcement services business unit, including developing, recommending, and implementing strategies to meet the Corporation’s requirements. Responsible for managing initiatives, daily activities and work-flow pertaining to enforcement, ensuring compliance within existing legislation/by-laws/regulations and identifies and recommends operational policy and by-law changes to meet current and emerging needs. Acts as a key resource and advisor to the Director and Management Team with respect to enforcement. Proactively works with other departments across the Corporation to ensure enforcement is developed effectively and is consistently applied. Liaises with all levels of the organization and beyond, including Senior Management, members of City Council, other levels of government, governmental agencies, and stakeholders.


Qualifications and Experience:


• University Degree in Law, Public Administration or suitable equivalent, including combination of experience and education.

• Ontario Association of Property Standards Officers of Ontario and Municipal Law Enforcement Officer Association Membership/Certification.

• Minimum of seven (7) years’ experience in the field of law and/or by-law enforcement including a minimum of five (5) years’ progressively responsible management experience, preferably in a unionized environment.

• A results-oriented individual, with experience in developing sound methodologies for deriving insights and a keen interest in policy and process frameworks.

• Knowledge of and demonstrated ability in strategic planning, change management design, process, and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.

• Demonstrated ability to lead, coach and build cohesive and motivated teams; promote collaboration, team processes, learning and development opportunities for staff.

• Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities.

• Ability to inspire others to persist and strive for excellence, take measured risks and participate with enthusiasm during periods of complexity and/or change.

• Ability to plan, organize, prioritize and balance multiple responsibilities, shifting priorities, and regular workflow interruptions while maintaining a positive attitude.

• Excellent analytical, problem solving, interpersonal, communication and negotiation/mediation skills.

• Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations, and courses of action.

• Demonstrated knowledge of financial operating and capital budgets and business planning processes.

• Knowledge and proficiency in Windows environment using Microsoft Office Suite and internal databases.

• Thorough knowledge of the Canadian Criminal Code, relevant Provincial legislation (Provincial Offences Act, Municipal Act, Building Code, Trespass to Property Act, Liquor License Act, Highway Traffic Act) municipal by-laws, licensing, court proceedings.

• Expertise in enforcement planning, processes, and strategies and development of related public policy.

• Demonstrated experience managing staff in a unionized environment with an ability to forge strong working relationships with Union representatives and judiciously apply provisions of the City’s various collective agreements.

• Considerable experience analyzing and improving business processes and leading and managing change in a fast- paced, client-driven, and legislatively constrained organization.

• Demonstrated ability to effectively deal with immediate demands, stressful situations, emerging issues, irate clients, interest groups and other stakeholders, and to effectively advocate in the interests of the Department and Corporate mandates through effective communication and professionalism.

• High level of critical thinking and initiative, demonstrated through the exercise of sound judgement, the resolution of complex problems, and the application of a constructive and principled approach that considers the most relevant factors and strikes an optimal balance between short and long-term impacts.

• Demonstrated ability to conduct oneself in a manner bestowing tact and diplomacy within a political environment.

• Excellent oral and written communication skills, including compelling presentation, negotiation, and stakeholder relations skills, coupled with an ability to facilitate and manage internal and external meetings, deliver training sessions, and respond in public forum to questions from City Council with a high level of articulacy and technical competence.

• Knowledge of and demonstrated ability in the City’s core and leadership competencies and relevant functional competencies.

• Possesses a valid non-probationary Ontario “G” Driver’s License, in good standing, with access to a reliable vehicle for corporate use.

• Successful candidate will be required to submit a clear Criminal Record Check from an accredited police service, prior to commencing employment.

• Certified Property Standards Officer, Certified Municipal Law Enforcement Officer is preferred.

• Standard office environment.

• Attendance at City Council meetings and special committee meetings, as required.

• Ability to work outside regular working hours, as required.

• Must be capable of working in and under stress-laden conditions.
