Job Description

Contract up to 12 months
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

The Manager, FPA & Reporting provides financial management support and direction for the operations, deliverables, and continuous improvement of financial responsibilities for Operations and Safety. The incumbent acts as the financial subject matter expert with respect to financial performance, budgeting, forecasting, monitoring, tracking and financial reporting for the area of focus. The role is responsible to advise on the activities that drive intended financial outcomes for the Division and aid achievement of strategic objectives.
What will I be doing?
  • Manages and directs (2-4) staff (e.g., defines roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.
  • Establishes and maintains quality control and assurance on assigned projects; ensures deficiencies are addressed immediately and minimizes corporate liability by working with internal stakeholders to identify and manage risk and resolve escalating issues.
  • Develops, fosters, and maintains relationships with provincial ministries, municipalities, external authorities, private companies, and the public to facilitate the advancement of organizational objectives.
  • Leads and provides oversight and guidance to the members of the Business Unit Senior Team (EVPs, VPs, Directors, Managers) regarding growth and organizational plans; provides subject matter expertise and financial advice to assist and guide the business planning revenue and operating expense.
  • Leads and oversees the development and implementation of standard processes, protocols, and associated reporting for the Division's financial responsibility; monitors and reports on financial actuals compared to planning and project progress timelines and its related financial accounting treatments.
  • Recommends process, standards, or policy changes for continuous improvement and to advance excellence in corporate project management practices.
  • Leads and provides insight into the identification of business and strategic opportunities and risks; proactive relationship management to ensure risks are detected, assessed, managed and/or resolved; partners with the business to provide financial assessment and final decision on OPEX vs. CAPEX SPEND.
  • Leads and partners with management and external resources to identify root cause issues that have financial outcomes and resolve any problems affecting organizational business performance.
  • Provides Premium service to the client - strategic and financial. Deep understanding and insight into Business KPIs performance and achievement. Enables and influences the Division to achieve its KPIs, operational and financial objectives & savings targets.
What Skills and Qualifications Do I Need?
  • Interpersonal and oral/written/presentation communication skills.
  • Proficiency in MS Office (e.g., Outlook, Word, Excel, PowerPoint, etc.).
  • Leadership ability to coach, mentor and manage a team of technical project professionals.
  • Proven leadership, interpersonal and mentoring skills with the ability to clearly articulate creative ideas and direction to staff.
  • Interpersonal and oral/written/presentation skills to liaise with all levels within the organization; to work effectively with specialists across multiple sectors.
  • Knowledge of performance analytics to monitor project performance and quality and to collaborate on continuous improvement initiatives.
  • Project management skills, including work planning, monitoring and evaluation expertise, to manage multiple projects with competing priorities and tight deadlines.
  • Completion of a degree in Business Administration, Finance, Commerce, Economics, or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Minimum 8 years’ experience in Financial Planning and Analysis, Reporting, and Accounting.
  • CPA - CMA, CA, CGA is required.
  • Budget management to plan and monitor departmental budgets against limitations.
