Position Summary


The Macaulay Child Development Centre is seeking a Manager of Early Learning and Care to join the licensed child care (LCC) department.


The Manager, Early Learning and Care provides leadership and support to agency licensed child care centres and program supervisors. Supports the delivery of integrated child care development and community programs services to achieve the mission, vision and values of the agency. Ensures that programs and services meet or exceed licensing objectives and achieve funder requirements and standards. Oversees the administrative and financial operations of the centres


Leadership


MAJOR DUTIES AND RESPONSIBILITIES:


  • Support the licensed child care program supervisors and staff to ensure compliance with the Ministry and City requirements;
  • Evaluate contribution of each licensed child care program staff, motivate, coach and engage individuals to achieve the delivery of high quality early learning experiences to children and families respectful of diversity and social inclusion;
  • Cover for the director in his/her absence.
  • Delegate responsibility and activities, retaining accountability when implementing new projects or strategies functioning as a key contributor accountable to achieve established project goals and outcomes;
  • Participate on management committees and project teams as required;
  • Conduct annual evaluations for all supervised positions;
  • Evaluate the impact of the implementation of new curricula;
  • Establish and maintain a range of partnerships with local communities to achieve operating capacity enrolment and collaborate in potential development of new programs and/or services;
  • Build a climate for the team to succeed in the delivery of quality early learning and care programs and services to meet the requirements of licensing, funders and the needs of the communities served;
  • Provide leadership and facilitates planning, implementation and evaluation of particular curricula or programming that achieve annual goals consistent with the Agency’s strategic plan, philosophy, vision and mission;
  • Organize and provide professional development for licensed child care program staff;


Administration


  • Provide oversight of day to day activities of each centre and/or program to achieve the mission, vision and strategic objectives of the Agency;
  • Effectively oversees serious occurrences/accident investigations and escalate or report appropriately;
  • Coordinate the collection of relevant statistical data and prepare reports of aggregated month end centre/program statistics and submits to the Program Director;
  • Oversee property/building maintenance and repair; liaise with the landlord regarding tenancy issues.


Human Resources Management & Financial Accountability


  • Monitor licensed child care program budget; investigate and address budget variances with the Program Director and the Director, Finance and Administration;
  • Foster environment of team work and continued quality improvement;
  • Engage, mentor, coach and build capacity within the team;
  • Assist in the preparation of annual operating budgets as required;
  • Recruit, hire and monitor the staff’s performance;
  • Support investigations as needed (client complaints, employee investigations, etc.);
  • Lead by example, share knowledge and model change management theory and practice with staff when implementing or changing program or Agency priorities and practices;
  • Approve capital expenditures and requisitions, staff expenses, staffing requests etc.
  • Assist HR team in recruitment of casual staff and provide ongoing training;


Qualifications


  • Demonstrated ability to motivate, inspire and engage supervisors and staff;
  • Clear Vulnerable Police Record Check;
  • Excellent written and verbal communication skills;
  • Demonstrated ability to introduce and lead innovative early learning projects;
  • B.A. or B.A.A. in Early Childhood Education with 5 years’ experience in group care leading and supervising early childhood educators, assistants and support staff in a unionized environment;
  • Experience with the Play Based approach, ELECT framework and “How does learning happen?”
  • Strong working knowledge of child development;
  • Strong working knowledge of the Child Care and Early Years Act and City of Toronto Assessment for Quality Improvement;
  • Excellent interpersonal and organizational skills, strong ability to prioritize;
  • Demonstrated ability to act or react decisively in challenging situations, make informed decisions and escalate appropriately;
  • Valid Driver’s License and access to a personal vehicle is required.
  • Experience working in an inclusive setting with a diverse community;
  • Current Standard First Aid certification and appropriate medical and immunization record;
  • Demonstrated flexibility and excellent problem solving skills to meet the day-to-day requirements of the position;
  • Member in good standing with the College of Early Childhood Educators;
  • Experience working with children with special needs within a child care setting;


SALARY: Manager, Early Learning and Care Salary Scale ($97,457 - $108,045 per annum) with Competitive Benefit Package (health & dental) and paid time off entitlements (starting at 20 vacation days & 3 float days)
