Work Arrangements


This regular full-time (35 hours per week) position is available starting August 14, 2023. Regular hours of work are Monday to Friday, 8:30 am to 4:30 pm. Shift days and times may change depending on the Department’s need. Occasional evening and/or weekend work may be required. The position is located at the New Westminster campus; however, successful candidate must be available for occasional work at the Coquitlam campus. The Role


Under the general direction of the Manager, Academic Technology Services, and within assigned areas of expertise that include Media Production, Technical Training and Technical Event Support, the Educational Technology Specialist leads projects and programs (Defined in Project Management as groups of related projects and operations), and performs specialized work activities to support College-wide initiatives, as well as targeted initiatives which cumulatively have College-wide impact. The Specialist leads all aspects of own projects and programs, as well as parts of others’ College-wide projects and programs. The Specialist provides subject matter expertise (including analysis, identification of major problems, providing recommendations) that directly influence long-term policies and programs, such as campus technology installations, technical training and event support policies and programs. In addition, the Specialist serves as systems administrator of complex technical systems for professional media production, technical event support and College-wide technical training.


Responsibilities


  • Operates under broad guidelines with considerable judgement and initiative to make a wide variety of decisions, from operational decisions such as scheduling and assignments, to higher-level governance decisions such as policies for service offerings, to forward-thinking decisions such as recommendations or proposals for new approaches or initiatives of up to College-wide scale.
  • Develops and implements a program governance structure (e.g. policy, processes, procedures, roles and responsibilities); also provides consultations for development and administration of associated policy, processes and procedures by other groups.
  • Uses effective communication skills for negotiation and persuasiveness with project stakeholders to ensure positive outcomes by securing understanding, cooperation and agreement in challenging situations, including where resistance is present.
  • Works under tight constraints and uses a very high level of concentration and alertness continuously:
  • Directs, manages and administers projects and programs in College-wide educational media production, technical training and technical event support with full authority under general guidelines and general direction from the Manager, Academic Technology Services. Work is based on project management phases (initiating, planning, executing, monitoring and controlling, and closing) and knowledge areas (integration, scope, time, cost, quality, human resources, communications, risk, procurement and stakeholder management).
  • Ensures program alignment with Department and College level vision, goals and objectives.
  • Develops program and project management plans (e.g. stakeholder engagement, communications and resources).
  • Project and Program Management
  • When leading media production, technical event support and creation and implementation of technical training programs and projects
  • Integrates programs and their components into the broader work of ATS , CEIT and the College, ensuring that component parts fit together properly.


(ii) to analyze, manage, develop, compile, present various types of information (e.g. written and verbal, project plans, communications, reports, charts and technical data)


(iii) to identify areas that require action and make recommendations for College-wide long-term policies, programs and infrastructure


(iv) in communication for reasons that include active listening, gathering information, communicating out appropriately and responding to others’ emotional states, frequently in situations where people have difficulty communicating their requirements (e.g. not knowing what they want or making requests that are not feasible)


  • Leads procurement of specialized media and technical event production systems and equipment (e.g. extensive research, requests for and analysis of proposals, selecting the successful vendor) up to the point where capital, charter and purchase requisitions are submitted to Purchasing for processing. Equipment purchase errors can have a major impact on costs, especially with capital and charter requests.
  • Initiates, leads and performs change management activities in rapidly changing environments (e.g. identifying potential changes, developing and implementing plans, such as stakeholder engagement, communications and training, and assessing implemented changes).
  • Develops and maintains relationships with Departments, Faculties and external vendors, frequently at higher levels, for the purpose of collaborating and reaching agreements, such as negotiating scope and other program and project attributes.

To Be Successful in this Role You Will Need


  • Work effectively without supervision and maintain professional relations with the public, faculty, and staff is essential.
  • Knowledge of current and emerging educational technology.
  • Superior oral and written English communication skills. Advanced writing and editing skills.
  • Demonstrated knowledge, understanding and application of instructional design theories and principles, including adult learning theories, learning styles, and learning outcome assessment techniques.
  • Develop and deliver educational technology training programs including conducting seminars, training sessions and workshops.
  • Desire and ability to continually expand skills and knowledge.
  • Three to five years of experience in the field of instructional/educational technology, including designing and managing or co-managing higher education eLearning projects/programs.
  • Post-secondary degree or diploma in educational and/or broadcast media production and design.
  • Excellent interpersonal skills and proven ability to work effectively with others and as part of a team.
  • Analyze complex educational technology environments and create a broad and detailed learning strategy.
  • Ability to collaborate well with other departments within the College, sharing educational technology expertise, research and advice.
  • Self-directed, self-motivated.
  • Strong organizational and project management skills.
  • Strong problem-solving and analytical skills. Strong self-directed research skills. Initiates change when needed.
  • Capable of leading collaborative instructional development processes and activities with faculty, staff and administration.
  • Maintain effective communications with internal clients and external contacts.
  • A demonstrated ability to:
  • Extensive digital media production knowledge and skills: able to perform all phases of video and audio production, lighting, live stream, multimedia, photography, and graphics; able to teach all phases of video and audio production. Practical knowledge of current authoring tools.
  • Work within timelines while balancing a demanding workload including managing multiple projects over extended periods of time.
